Earlier UWIN Card Merged with e-Shram Card

Earlier the Labour Ministry of Central government was issuing the UWIN Card to labourers in the informal sector. In this UWIN Card scheme, govt. made registration of around 42 crore unorganized sector workers. People working as informal labour were given Unorganized Worker Index Number Cards to enable them to get the benefits of social security schemes run by EPFO and ESIC. This scheme has now been merged with the e-Shram scheme.

UWIN Card Online Registration Process Changed

UWIN card online registrations are now done through the e-Shram portal and the UWIN portal has been discontinued. The Unorganized Workers Identification Number (UWIN) card contains a unique number issued as identity proof to such workers in India. This number is provided to a large section of unorganized sector workers by issuing a unique ID and allotting an Aadhaar seeded identification number without issuing any smart cards.

In 2014 the Union Ministry of Labour and Employment decided to design and develop the Unorganized Workers Identification Number (UWIN) platform under the Unorganized Workers Social Security Act 2008. It was mandated for every unorganized sector worker to get registered on the UWIN platform. But now the UWIN portal stands closed and any unorganized sector worker who wants a unique ID has to get registered at the eshram.gov.in portal.

Social Security Benefits to Unorganized Workers

To provide social security benefits, the Government of India enacted the Unorganized Workers Social Security Act in 2008 to create a right-based legal framework for providing social security to the least benefited unorganized sector workers. Under this act the provision of the UWIN card is made to provide these workers with all the social security benefits. At present there is no centralized database that shows the number of unorganized workers in India. UWIN helps to build the national unorganized workers database.
