Tamil Nadu government has announced Vetri Laptop Scheme for college students in the revised budget 2026-27, with ₹2,000 crore set aside for it. Scheme comes under Higher Education Department. Every college student in the state is to get a laptop free of charge. At ₹2,000 crore, this is one of the biggest single amounts kept aside for students anywhere in this budget, bigger than the school modernization work and bigger than the bicycle scheme for Class 11 students.

In the budget speech, Marie Wilson said a laptop is no longer a luxury for someone in higher education. It has become a basic study tool. Students use it for technical work, for skill training courses, for project submissions and for making better use of study hours. Going by that reasoning, the government said it will run Vetri Laptop Scheme for college students with ₹2,000 crore.
Name comes from the ruling party's own vocabulary. Vetri means victory in Tamil, and the same word shows up across this budget in Vetri Veedu Thittam for housing, Vetri Skill Training Scheme, Vetri 150 for rural jobs and Vetri Magalir Goat Rearing Scheme. All of them sit under the wider "Vetri Tamizhagam" vision document that the government released as its roadmap.
One thing worth being clear about. What the budget gave is the money and the promise. Detailed rules have not come out yet. Which courses count, which years of study count, whether self-financing college students are covered along with government and aided college students, how many laptops go out in the first round, what the machine's specifications will be. None of that is settled on paper so far.
Who Can Get a Laptop Under Vetri Laptop Scheme
Budget speech says college students, and that is all it says. Higher Education Department is the department running it, so students in arts and science colleges, engineering colleges and other institutions under that department are the natural group. How to Apply for Vetri Laptop Scheme
There is no application form and no portal at the moment. Higher Education Department has to issue the scheme rules first, and that usually comes as a government order a few weeks or months after a budget announcement.
Going by how Tamil Nadu has handed out laptops before, colleges themselves collect student details and the machines are given out at campus events. Students did not fill any separate online form in the earlier rounds. Whether the government keeps that route this time or moves to an online registration, only the official order will tell.
Free Laptop Distribution in Tamil Nadu So Far
Tamil Nadu has been giving students free laptops since 2011, longer than almost any other state. AIADMK started it and says more than 51 lakh laptops went out during its years in office. Distribution then stopped for a stretch. In January 2026 the DMK government restarted Tamil Nadu free laptop scheme under the name Ulagam Ungal Kaiyil, meaning the world is in your hands, with 20 lakh laptops planned and 10 lakh in the first round, also backed by ₹2,000 crore.
Vetri Laptop Scheme is the new government's version of the same idea, with its own name and its own budget line. What changes on the ground, quantity, brand, specifications, will show up only when the tender is floated.
Other Student Schemes in Same Budget
Laptops are one part of a fairly student heavy budget. School and college students got a set of announcements alongside, and it helps to keep them separate so nobody confuses one with another.
- Puthiya Payanam Puthiya Vegam, bicycles with helmets and water bottles for 5.32 lakh Class 11 students in government and aided schools, ₹277 crore.
- Perunthalaivar Kamarajar Breakfast Scheme widened to Classes 6 to 8, covering 15.14 lakh more students from 17 September, ₹710 crore.
- TN-SUDAR hostel plan, a ₹3,200 crore project to build 200 student hostels with about 1 lakh beds, state share ₹640 crore.
- Perunthalaivar Kamarajar Schools of Excellence, free residential schools for Classes 9 to 12 with food, uniforms and books included, ₹125 crore for buildings.
- Vetri Skill Training Scheme, industry linked training for 12 lakh college students and 1 lakh unemployed youth, ₹150 crore, plus internships for 20,000 young people in the first round.
Skill training here is close in spirit to the earlier Vetri Nichayam Scheme and the renamed Naan Mudhalvan programme, so students already registered there may find the new training slots easier to get into.
When Will Laptops Be Given
No date has been announced. Two other schemes in this budget got fixed start dates, the gold ring scheme from 15 September and the breakfast expansion from 17 September, but the laptop scheme did not get one. Procuring lakhs of laptops takes a tender, and tenders take months. A realistic reading is that the government order comes first, then the tender, then distribution in phases across the academic year.
Money is already in the budget, which matters. An announcement with a ₹2,000 crore line against it is on much firmer ground than a promise with no allocation.
