To promote solar energy, the government has brought the Delhi Solar Energy Policy under which solar units are being set up in most government buildings, schools, technical institutes and courts. As on January 2021, around 4,664 solar power units with an aggregated capacity of 193 MW had been installed in Delhi. Salient Features of Mukhyamantri Kisan Aay Badhotri Yojana

Delhi government launched this scheme to raise the overall income of farmers by 3 to 4 times. The main features of this solar scheme for farmers in Delhi are as follows:

• All farmers engaged in agriculture related activities can allow private companies to install solar panels on their agricultural land.
• Private companies cannot install solar panels on more than one-third of the total farmland.
• Farmers get ₹ 1 lakh per acre as rent with a 6% yearly increase for 25 years. From the 25th year onward, farmers get ₹ 4.04 lakh per acre as rent from private companies.
• There is no upfront cost to install a solar power plant on agricultural land.
• Solar panels are installed 3.5 meters above the surface level so that tractors can pass easily and farming activity continues without interruption.
• All farmers also get 1,000 units of free electricity per year for each acre of land.
• The current annual income of a farmer is ₹ 20,000 to ₹ 30,000 per acre from agricultural produce. After this scheme, farmer earnings increase manifold.

As per the officials, a 1 MW solar power plant requires six acres of land and can generate around 13 lakh units of electricity per year.

Delhi government will save ₹ 300 to ₹ 400 crore using this farm solar scheme. It is a cleaner source of energy and will also help in reducing pollution. Farmers start earning income after 8 to 9 months of installation.

2026 Update: Easier Rules for Solar Plants on Farmland

On 21 January 2026, Delhi Power Minister Ashish Sood announced that the procedure for installing solar plants on agricultural land has been simplified. The government has clarified that installing elevated solar systems does not violate the Delhi Land Reforms Act, 1954. So farmers no longer need a change in land use (CLU) approval for green energy projects on their farmland.

Under the new rules, the Revenue Department accepts a simple standardised undertaking from landholders instead of months of paperwork. Agricultural activities can continue strictly underneath the elevated solar structures. The Delhi Electricity Regulatory Commission's Group Net Metering and Virtual Net Metering rules also allow farmers to sell the power injected into the grid and earn extra income.

How the Scheme Works

Solar power developers have signed agreements with Delhi government departments like Health, Public Works, Delhi Jal Board and many others. These departments are bulk electricity consumers which buy power on commercial rates and higher tariff slabs. The earlier rate for purchase of electricity was ₹ 9 per unit and after the launch of this scheme, these departments get electricity at ₹ 4 to ₹ 5 per unit.

Farmers do not need to pay any fees or make any investment in this scheme. Delhi government is implementing the Mukhyamantri Kisan Aay Badhotri Yojana on the basis of the Renewable Energy Service Company (RESCO) model.
