Pradhan Mantri Viksit Bharat Rozgar Yojana: Part B- Support to Employers with Focus on Manufacturing Sector is a central government scheme that gives financial support to establishments for creating sustained new jobs. Employers get support for two years for general employment generation, and the benefit period is extended to four years for the manufacturing sector. By encouraging formal workforce expansion, this scheme helps boost industrial growth and employability for job seekers across India. The scheme completed one year of implementation on 1 August 2026.

The Ministry of Labour and Employment runs the scheme through the Employees' Provident Fund Organisation (EPFO). It was approved by the Union Cabinet on 1 July 2025 and the dedicated portal went live on 18 August 2025. With an outlay of ₹99,446 crore, the scheme aims to support the creation of more than 3.5 crore jobs over two years, including 1.92 crore first-time employees. Benefits apply to jobs created between 1 August 2025 and 31 July 2027.

Pradhan Mantri Viksit Bharat Rozgar Yojana: Part B- Support to Employers with Focus on Manufacturing Sector - Introduction

This is an employer-focused part of the scheme that supports the creation of sustained additional employment across all sectors. It incentivizes employers for two years for every new hire who meets the specific requirements. For establishments operating in the manufacturing sector, additional support is given for a total of four years.

The scheme helps realize the vision of Viksit Bharat@2047. It has two parts, providing support to employees and support to establishments, so that first-time employees become more productive while businesses that generate new jobs get rewarded. It also complements the National Manufacturing Mission by promoting the entry of new industries and helping existing ones scale up, especially in labour-intensive manufacturing sectors.

As the scheme completes its first year, it has helped bring over 72 lakh first-time employees into the formal workforce since August 2025. Nearly 30% of the beneficiaries are women, and more than 15 lakh beneficiaries have already received employment-linked incentives under the scheme.

Objectives:

  1. The scheme supports employment creation by giving financial incentives to both employees and employers. Its main goal is sustained job growth, more workforce formalization, and better professional skills.
  2. It gives direct support to both employees and establishments to improve working conditions.
  3. Incentives under Part B give a strong push for hiring in all sectors, with a special focus on the manufacturing sector.
  4. The scheme helps build a more dynamic, formal, and inclusive labour market in India, especially for the youth.

Key Participation Rules:

  • For the manufacturing sector, you continue receiving incentives for the third and fourth years.
  • The government pays benefits on a six-monthly lump-sum basis after you file six completed months of ECRs.
  • Benefits apply to first-timers and re-joinees who complete at least six months of continuous employment with your firm.
  • The net additional employment generated determines your incentive calculation.
  • If your establishment fails to meet threshold criteria in a specific month, you will not receive incentives for that month, and the period will not be extended.

The government transfers the incentive directly to your PAN-linked bank account. If you manage a group of establishments under one PAN, the government pays the incentive to the single bank account nominated by your group.
