Saansad Adarsh Gram Yojana (SAGY) 2026: Objectives, Implementation and Outcomes

Saansad Adarsh Gram Yojana (SAGY) is a rural development scheme of the central government under which Members of Parliament adopt villages to develop them as model villages or Adarsh Grams. Prime Minister Shri Narendra Modi launched the scheme on 11th October 2014 on the birth anniversary of Lok Nayak Jai Prakash Narayan at Vigyan Bhawan, New Delhi.

Under this scheme, each of the Lok Sabha and Rajya Sabha MPs is expected to choose at least one village in their constituency and make sure that funds from all schemes are brought together there, so that it can be turned into a model village. The scheme is run by the Ministry of Rural Development and no separate budget is given for it, as the work is done through the convergence of existing government schemes.

Saansad Adarsh Gram Yojana (SAGY) Details

The goal of Saansad Adarsh Gram Yojana is to develop three Adarsh Grams by March 2019, of which one was to be achieved by 2016. After that, five such Adarsh Grams (one per year) were to be selected and developed by 2024. Inspired by the principles and values of Mahatma Gandhi, the scheme gives equal importance to building values of national pride, patriotism, community spirit and self-confidence, along with developing infrastructure. Objectives of Saansad Adarsh Gram Yojana

The main aim of Saansad Adarsh Gram Yojana is to turn the complete and organic vision of Mahatma Gandhi into reality, keeping in view the present context. The main objectives of SAGY are given below.

• To trigger processes that lead to the complete development of the identified Gram Panchayats
• To improve the standard of living and quality of life of all sections of the population through better basic amenities, higher productivity, improved human development, better income options, reduced gaps, access to rights and entitlements, wider social support and enriched social capital
• To create models of local level development and effective local governance that can inspire nearby Gram Panchayats to learn and adapt

Implementation of Saansad Adarsh Gram Yojana

Saansad Adarsh Gram Yojana is one of the schemes inspired by the ideology of Mahatma Gandhi and his vision for Gram Swaraj. The scheme focuses on building values of national pride, patriotism, unity and self-confidence among the villagers.

SAGY brings together resources available from a range of existing central sector, centrally sponsored and state schemes to achieve the program objectives. The Gram Panchayats, under the guidance of the Hon'ble MPs, follow a structured process of environment creation, social support, situation analysis, participatory development planning, resource mapping and execution.

Activities Involved in Saansad Adarsh Gram Yojana (SAGY)

The order of activities involved in SAGY is given below.

1. Identification of GP - Uploading the GP identification letter from the Hon'ble MP on the portal after proper validation by the District Collector or District Magistrate.
2. Appointment of Charge Officer
3. Entry Point Activities - Environment creation and social support led by the Hon'ble MP.
4. Setting up of a working group by the District Collector, made up of officials and outside experts, to draw up the draft village development plan.
5. Situation Analysis - Identifies the local needs, key problems and available resources in relation to the socio-economic dynamics, availability of amenities, services and fulfillment of rights of the villagers.
6. Formulation of Village Development Plan (VDP) - The working group draws up the draft village development plan based on the needs prioritized by the people. The plan broadly covers activities from the eight sectors listed in the SAGY guidelines.
7. Approval of the VDP - After adding the suggestions of the Hon'ble MP, the VDP is approved at two levels, first at the Gram Sabha and then at the District Level Committee chaired by the District Collector.
8. Execution of the Projects - Projects proposed under the VDP are carried out through the convergence of all central and state schemes and partnership with private, voluntary and cooperative sectors.

Outcomes of Saansad Adarsh Gram Yojana

Most of the outcomes related to investments and schemes are given in the guidelines. In addition, SAGY is expected to have other important outcomes, which include the following.

Saansad Adarsh Gram Yojana, unlike other schemes, does not look at the eligible people as receivers and the government as the doer. The scheme aims to help the villagers make choices and give them the opportunity to exercise those choices. The scheme gives direction and the villagers will pave their own path through their hard work and skills.

Progress of Saansad Adarsh Gram Yojana

As per the latest information shared in Parliament, Members of Parliament have identified 3,390 Gram Panchayats across the country under SAGY since its launch in October 2014. The development of these Gram Panchayats is being done through the convergence of existing government schemes without any separate budget for the scheme.

Among the states, Uttar Pradesh has the highest number of identified Gram Panchayats at 549, followed by Tamil Nadu with 367 and Maharashtra with 260. The District Collector acts as the nodal officer for implementing SAGY and holds a monthly review meeting with the line departments.
