About Pradhan Mantri Swamitva Yojana
For this purpose, the central government uses drone technology with the combined efforts of the Ministry of Panchayati Raj, State Panchayati Raj Departments, State Revenue Departments and the Survey of India. The Ministry of Panchayati Raj (MoPR) is the nodal ministry for implementation of the scheme. In the states, the Revenue Department / Land Records Department is the nodal department and carries out the scheme with support from the State Panchayati Raj Department. Survey of India works as the technology partner.
Latest Update - SVAMITVA Scheme Progress in 2026
SVAMITVA stands for Survey of Villages and Mapping with Improvised Technology in Village Areas. The scheme was launched nationwide on 24 April 2021 after the successful completion of the pilot phase in 2020-21. As per the latest official data, drone surveys have been completed in about 3.29 lakh villages out of the 3.44 lakh targeted villages. More than 3.10 crore property cards have been prepared for about 1.87 lakh villages, and over 2.65 crore property cards have been distributed to rural property owners across the country.
The scheme has been extended until September 2026 to complete the remaining villages. On 18 January 2025, Prime Minister Narendra Modi distributed over 65 lakh property cards under the SVAMITVA scheme to property owners in more than 50,000 villages across 230 districts in 10 states and 2 Union Territories through video conferencing.
Objectives of PM Swamitva Yojana
The scheme seeks to achieve the following objectives:
- To bring financial stability to citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
- Creation of accurate land records for rural planning.
- Determination of property tax, which would accrue to the Gram Panchayats directly in states where it is devolved, or else add to the state exchequer.
- Creation of survey infrastructure and GIS maps that can be used by any department.
- To support preparation of better-quality Gram Panchayat Development Plan (GPDP) by using GIS maps.
- To reduce property related disputes and legal cases.
Coverage - PM Swamitva Scheme States
There are about 6.62 lakh villages in the country which are covered under this scheme. The pilot phase was approved for 2020-21 and extended to six pilot states (Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and Uttarakhand) covering about 1 lakh villages, with CORS network establishment planned for Punjab and Rajasthan. The respective state government finalises the list of villages at the time of signing the MoU with Survey of India.

Handing Over of Property Titles to Land Owners in Villages by PM Modi
PM Modi handed over property titles to land owners in villages on 11 October 2020. The title deeds which were handed over to the villagers enable land owners to access bank finance using their property as collateral. This also helps in keeping a record of properties in rural India. The title deeds map all urban or Abadi (populated) areas of 6.62 lakh villages in the country. The title deeds also help in ending the property disputes that have gone on for years.
While marking the official launch, the physical copies as well as digital property cards of the title deeds were handed over to house owners from 763 villages. This includes 221 from Haryana, 2 from Karnataka, 100 from Maharashtra, 44 from Madhya Pradesh, 346 from Uttar Pradesh and 50 from Uttarakhand. The distribution of these title deeds under the Swamitva scheme provides an integrated asset verification system for the rural areas.
Under the Swamitva scheme, the land in rural populated areas is mapped using modern technologies including the use of drones to demarcate the land. The demarcation is done with the help of the Ministry of Panchayati Raj, State Revenue Departments and the Survey of India. The representatives of the revenue department and other departments prepare a record of the ownership in the presence of the owner. In addition to this, a detailed arrangement has also been made to settle the disputes on the spot.
