SVAMITVA Yojana is running at full pace in 2026 and the drone survey work is going on in villages across the country. The Ministry of Panchayati Raj runs this central sector scheme under which rural families get legal Property Cards for their homes. As per the latest PIB data of 19 March 2026, drone survey has been completed in 3.29 lakh villages out of the target of 3.44 lakh villages, and 3.10 crore property cards have been prepared so far.
This scheme completed 6 years in April 2026 and is now among the world's largest drone based land mapping projects. Property cards are being handed over to owners through district level distribution events, and the card works as a legal proof of ownership for homes in rural abadi areas. Villages that are still pending are being taken up in phases.
SVAMITVA Yojana 2026 Details
SVAMITVA stands for Survey of Villages and Mapping with Improvised Technology in Village Areas. The scheme was launched nationwide on 24 April 2021 by the Prime Minister after a successful pilot in 9 states which started on 24 April 2020. Under this scheme, the inhabited areas of villages are mapped with drone technology and legal Property Cards are issued to the owners as a formal Record of Rights.
The main point of the scheme is to give rural families a legal document for the house they live in. Before this, most village homes had no ownership papers, so banks did not accept them for loans and property disputes were common. Now the Property Card works as proof of title and families can use their home as a financial asset.
2026 Progress and Latest Updates
The scheme has crossed many big numbers by 2026. As per PIB data of 19 March 2026, drone survey has been completed in 3.29 lakh villages out of the 3.44 lakh village target. Around 3.10 crore property cards have been prepared for 1.87 lakh villages and 2.65 crore cards have already been distributed to owners. 31 states and union territories are now part of the scheme.
More than 11.22 crore land parcels have been mapped and over 23 crore Bhu-Aadhaar numbers have been issued for them. A study by IIM Ahmedabad says the scheme has unlocked around Rs 135 lakh crore of rural land value, and an EAC-PM study of April 2026 found that loan amounts for rural households went up by 23 percent after they got SVAMITVA cards. The scheme was also shown at the Republic Day Parade 2026, where it received the Best Innovation Award.
For the next phase, the government plans to cover all 6.62 lakh villages of the country in the coming 4 years. Work is also planned to link the property records with the National Generic Document Registration System (NGDRS) so that property transactions become easier.
In Madhya Pradesh, the state government launched the Swamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026 on 17 September 2026 to give free registration to about 50 lakh rural properties across all 55 districts. The drive was planned up to 17 October 2026 and was still under way on 21 October 2026. In a review meeting on 21 October 2026, Chief Minister Mohan Yadav said about 1.60 lakh free registrations had been completed against the target of 49.48 lakh plots and directed collectors to speed up the process.

Benefits
The Property Card changes how rural families use their homes. These are the main benefits of the scheme:
- Legal proof of ownership: The Property Card is a formal Record of Rights for the home, which was missing for most village families till now.
- Loan facility: Banks accept the Property Card as collateral for home, business and education loans. An EAC-PM study of April 2026 found that loan amounts increased by 23 percent after getting the card.
- Less property disputes: GPS tagged boundaries and clear digital records reduce boundary fights between neighbours and cut land related court cases.
- Better village planning: The high quality maps help panchayats prepare development plans and plan roads, water lines and other basic facilities.
- Property tax base: Panchayats can use the clear ownership data to assess property tax fairly.
Eligibility
Any person who owns a house in a rural inhabited (abadi) area can get the benefit of this scheme. The survey is done village by village, and after the drone mapping and ground checking, the Property Card is issued in the name of the owner. The Gram Sabha is involved at every stage so that no genuine owner is left out.
Exclusions
Agricultural land is not covered under SVAMITVA. The scheme maps only the inhabited residential areas of villages. Farm land records stay with the state revenue departments under their separate systems.
How the Drone Survey and Property Card Process Works
The whole process is run by government teams and the villager does not have to pay anything. The steps are given below.
STEP 1 - A Gram Sabha meeting is held in the village and residents are informed about the survey. Owners mark the boundaries of their properties, and officials identify government plots, roads and household boundaries.
STEP 2 - Survey of India sets up CORS stations and ground control points in the area for high precision. Drones then fly over the village and capture aerial images, which are processed into digital maps of every parcel.
STEP 3 - Local officials do a ground inquiry to check ownership and settle any objections. After the Gram Sabha approval, the legal Property Card is generated and handed over to the owner.
STEP 4 - The card is also made available online. Owners can download it from the SVAMITVA portal or from DigiLocker using Aadhaar, and a printed copy can be taken from the Gram Panchayat office. For the full portal registration and login steps, see the PM Swamitva Yojana portal registration page on this site.
Documents
Keep the following things ready when the survey team visits the village:
- Aadhaar card of the property owner.
- Existing land papers of the property, if any.
- Any document asked by the revenue officials during the ownership checking.
