Bihar government's Bihar Student Credit Card Scheme (BSCC) is running for the 2026 academic session, giving Class 12 pass students an education loan of up to ₹4 lakh at 0% interest. Applications are open on the 7 Nishchay Yuva Upmission portal, and no collateral, property mortgage, or guarantor is asked from the family. Loan money covers course fees, hostel charges, books, laptop, and other study costs.
One change in the loan process came on 19 August 2026 and went away ten days later. Higher Education Department had capped Bihar State Education Finance Corporation's share at ₹2 lakh and asked students to take the rest from commercial banks. On 29 August 2026 the department cancelled that order. Students again get the whole ₹4 lakh from the corporation itself, through a single application, and it stays interest free.
How to Apply for Bihar Student Credit Card Scheme 2026 Online
Application happens in two parts. First you register online on the 7 Nishchay portal, then you visit your District Registration and Counseling Centre (DRCC) with documents for physical verification. The loan is finally released through your DRCC after sanction. Here are the steps you should follow:
STEP 1 - Open the official portal at 7nishchay-yuvaupmission.bihar.gov.in and click on the 'New Applicant Registration' button on the homepage.
STEP 2 - Enter your name, email ID, mobile number, and Aadhaar number in the registration box. Verify your mobile and email through the OTP sent on both.
STEP 3 - After OTP verification, you get your login username and password by SMS and email. Use these to log in to the portal.
STEP 4 - Fill the Common Application Form (CAF) with your personal, address, family income, and academic details. Under scheme selection, choose 'Bihar Student Credit Card (BSCC)'.
STEP 5 - Submit the form online. You will get an acknowledgment number by SMS and email. Save this number for future reference.
STEP 6 - Within a few working days, DRCC of your district sends you an appointment date for document verification. Visit the DRCC on that date with two sets of self-attested photocopies and the original documents.
STEP 7 - After your file is cleared, DRCC sends an SMS and email about the date to come and collect your student credit card and the sanction letter. Complete the remaining signature formalities there. Once the money is released, fee amount goes directly to your college and living expense money comes to your bank account.
Documents Required for BSCC Application

August 2026 Change in Loan Process and Where It Stands Now
Confusion started on 19 August 2026, when Higher Education Department issued an order that split the loan into two parts. Under that order, Bihar State Education Finance Corporation would sanction only up to ₹2 lakh, and anything above that, till the ₹4 lakh ceiling, had to come from a scheduled commercial bank. Department also tied the scheme to PM Vidyalaxmi portal and Pradhan Mantri Uchchatar Shiksha Protsahan Yojana, where a student can borrow up to ₹10 lakh from a bank.
Students and parents read this as a cut from ₹4 lakh to ₹2 lakh. State government denied any cut and said the ₹4 lakh ceiling was untouched, only the route had changed, and that already sanctioned files would not be disturbed. Chief Minister Samrat Choudhary said the same publicly on 24 August. Worry did not settle, mainly because a bank loan above ₹2 lakh would carry interest while the state loan carries none. Number of fresh applications also dropped in those days.
On 29 August 2026, Higher Education Department issued a fresh notification and cancelled its own 19 August order along with the process built on it. Secretary Rajiv Roshan said the government looked again at what students were getting and, after detailed discussion, decided to withdraw the earlier order. So the old system is back. One application, one sanctioning body, ₹4 lakh, and no interest.
PM Vidyalaxmi is still available as a separate central option for a student who needs more than ₹4 lakh, but it is a choice now, not a compulsory second step. Budget side also grew this year. Scheme had an approved outlay of ₹886 crore in 2025-26, which went up to ₹950 crore in 2026-27.
Benefits of Bihar Student Credit Card Scheme
Money problems should not stop a Bihar student from doing higher studies. That is the basic idea behind BSCC. Here is what you get once your loan is approved:
- Education loan up to ₹4 lakh at 0% interest for all approved courses and all students
- Coverage of tuition fees, hostel or mess charges, exam fees, books, uniforms, and even a laptop needed for the course
- No collateral, no property mortgage, and no third-party guarantor required from the family
- Fee amount is paid directly to the institution, so students do not have to arrange the cheque themselves
- One-year moratorium after course completion before repayment starts, giving time to find a job
- Long repayment window of 84 to 120 months depending on the loan size
Eligibility Rules for BSCC 2026
Before you start the application, check that you tick every box below. DRCC officers reject files that miss even one condition.
- You must be a permanent resident of Bihar with a valid domicile certificate
- Age should not be more than 25 years for graduation courses and 30 years for postgraduate courses on the date of application
- You must have passed Class 12 or equivalent from a recognised board
- You must have secured admission in a recognised institute inside or outside Bihar for a course approved under BSCC
- Courses covered include B.A., B.Sc., B.Com., B.Tech., MBBS, BDS, LLB, B.Ed, Polytechnic diploma, ITI, MBA, and other regular degree or diploma programmes
Loan Amount, Interest and Repayment Rules
Maximum loan under BSCC is ₹4 lakh, and after the 29 August 2026 notification the full amount comes from Bihar State Education Finance Corporation itself. Interest rate is 0% for every student, so you repay only the principal amount. Loans up to ₹2 lakh are to be repaid over 84 months (7 years), and loans between ₹2 lakh and ₹4 lakh get a longer window of 120 months (10 years).
Repayment does not start immediately after disbursement. EMIs begin either one year after your course ends or six months after you get a job, whichever comes first. This gap helps students settle into a career before the first instalment is due.
Application Status Check
Once you submit the online form, you can track progress any time. Log in to the 7 Nishchay portal with your registered mobile number and password, and open the 'Application Status' tab. It shows whether the DRCC has scheduled your verification, whether your file has moved ahead for sanction, and the current stage of loan disbursement.
Helpline and Contact Details
For any doubt about eligibility, documents, DRCC appointment, or loan disbursement, students can call the toll-free helpline 1800 3456 444 between 10 AM and 6 PM on working days. Email queries can be sent to spmubscc@bihar.gov.in with your acknowledgment number in the subject line. You can also walk into the DRCC office in your district directly.
Bihar students looking for other state support schemes can also read about Bihar Berojgari Bhatta Yojana, which pays ₹1,000 per month to unemployed graduates from the state. Girl students should also check Mukhyamantri Kanya Utthan Yojana, which gives a cash incentive after Inter and after graduation.
FAQ's
Has the ₹4 lakh loan been reduced to ₹2 lakh?
No. An order dated 19 August 2026 had capped the state corporation's share at ₹2 lakh, but Higher Education Department cancelled that order on 29 August 2026. Full ₹4 lakh is again sanctioned by Bihar State Education Finance Corporation.
Do students now have to take a bank loan for the amount above ₹2 lakh?
No. That two-part arrangement stood only for ten days and has been withdrawn. You apply once, and the entire sanction comes through the same route as before.
What is the interest rate on Bihar Student Credit Card loan in 2026?
Interest is 0% for all students. Earlier boys used to pay 4% and girls got 1%, but the state removed interest for everyone from September 2025 onwards.
Can students studying outside Bihar apply?
Yes. As long as you are a permanent resident of Bihar and your institute is on the approved list, the location of the college does not matter.
Is any collateral or guarantor needed?
No. BSCC is a fully unsecured loan backed by the state government. Neither property mortgage nor a third-party guarantor is asked for.
What happens if a student drops out mid-course?
If you drop out, future disbursement stops. Amount already paid to the college is treated as a repayable loan and normal recovery rules apply.
Does the ₹4 lakh cover living costs also?
Yes. Apart from tuition, the loan can be used for hostel or mess charges, books, a laptop, uniforms, and exam fees related to the approved course.
How long does approval take after DRCC verification?
Sanction usually comes within 15 to 30 working days after DRCC forwards the approved application, provided all documents are correct.
