NAVYA (Nurturing Aspirations through Vocational Training for Young Adolescent Girls) is a central government scheme that gives skill training to teenage girls for non-traditional job roles. Ministry of Skill Development and Entrepreneurship (MSDE) and Ministry of Women and Child Development (MWCD) run this scheme together. It was launched in June 2025 and is now being carried out in 27 districts across 19 states.

The main aim of this scheme is to raise the number of women in the workforce. Under NAVYA, 3,850 adolescent girls are being trained under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 in modern and non-traditional job roles such as digital marketing, cybersecurity, AI-enabled services and green jobs.

NAVYA Scheme for Girls in Non-Traditional Jobs

NAVYA scheme focuses on girls aged 16 to 18 years who live in aspirational districts. The training is given close to their homes and schools so that they can continue their education while learning new skills. The scheme covers job roles where women are usually underrepresented in the workforce.

In non-traditional jobs, less than 25% of the workforce is usually made up of one gender, whether men or women. This scheme helps girls enter these fields and prepares them for better work opportunities. The goal is to prepare more women to join the paid, formal economy.

Anil Malik, Secretary of Ministry of Women and Child Development, has said that the scheme is built on the idea of women-led development. The aim is to raise women's participation in the workforce from the current 37% to 60%, in line with other developed nations.
