Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) was a digital literacy scheme of the central government launched in 2017 to make 6 crore people in rural areas across states and union territories digitally literate. The scheme was started by the Ministry of Electronics and Information Technology (MeitY) under the Digital India programme and aimed to cover one member from every eligible rural household, reaching around 40% of rural households.
Scheme has been closed or it was a one time scheme which has been closed by the government.
The scheme was implemented only in rural areas, with a special focus on Scheduled Castes (SC) / Scheduled Tribes (ST), minorities, Below Poverty Line (BPL) families, women and differently-abled persons. Each eligible household could nominate one person for the free 20 hour training, and successful candidates received a digitally signed certificate in their Digi-Locker account. The government confirmed that the scheme ended on 31 March 2024, with 6.39 crore people trained against the target of 6 crore (PIB update).
PMGDISHA Scheme Registration and Login
Registration for PMGDISHA was done online at the official website pmgdisha.in. The portal is still up for reference, but as of August 2026 no new registration is being accepted because the scheme has ended. The steps that were used for registration are given below.
STEP 1 - Visit the official website at https://www.pmgdisha.in/
STEP 2 - On the homepage, click on the "Direct Candidate - Click Here" link as shown in the image below.

STEP 3 - The PMGDISHA portal login page will open as shown below.

STEP 4 - Candidates can click on the "Register" tab to open the PMGDISHA registration form online as shown below.

STEP 5 - Fill in the UIDAI number, student name, date of birth and gender, give consent and click on the "Add" button to complete the registration for the PMGDISHA exam.

PMGDisha Students Registration through Mobile App
VLEs and training centres could also register candidates through the PMGDisha mobile app. The steps used for mobile registration are given below.
STEP 1 - Download the APK from the dashboard and install it on the mobile.
STEP 2 - Click on VLE login and enter the PMGDISHA username and password.
STEP 3 - The remaining targets can be seen here. Click on "REGISTER Candidates".
STEP 4 - Provide the candidate's mobile number. The candidate will get an OTP on this number.
STEP 5 - A consent message will be displayed. Click on proceed.
STEP 6 - Enter the OTP. It is valid for 10 minutes only.
STEP 7 - Generate the Virtual ID using the Aadhaar details.
STEP 8 - Enter the VID or Aadhaar number, student name, gender and date of birth, then click on proceed.
STEP 9 - Fill in the other details and upload the photo, then submit.
STEP 10 - The username and password will be generated and can be shared with the student through WhatsApp, email, SMS and other modes.

Login for the PMGDisha portal was done through the official website. If a candidate was disabled or faced login problems, they could contact the nearest Common Service Centre (CSC). Too many invalid login attempts could lead to IP blocking.
PMGDisha Digital Seva Connect
Digital Seva Connect was a secure login gateway for users to access services on the Digital Seva portal. VLEs and training centres used this gateway to register candidates for PMGDisha with the username and password created on the official portal. What is PMGDISHA Exam
The PMGDISHA exam for "Direct Candidates" was implemented for all general candidates who wanted to get PMGDISHA certificates. These candidates did not need any specialized training or contact with a training partner for this exam. To register as a direct candidate, the applicant had to complete the electronic KYC and agree to the terms and conditions for becoming a beneficiary under the scheme. Candidate data was shared with the examination agencies only for certification. If a candidate wanted to deregister, CSC did not share the e-KYC data further for certificate issuance. Such data could be stored for audit purposes only as per the scheme rules.

Pradhan Mantri Digital Saksharta Abhiyan - Details
Making one person in every family digitally literate was an important part of the Prime Minister's Digital India vision. The scheme helped citizens in rural areas by training them to do the following tasks:

Eligibility Criteria for Pradhan Mantri Gramin Digital Saksharta Abhiyan
The eligibility rules for the scheme are given below.
- The applicant had to be a permanent resident of any Indian state or union territory.
- Each candidate had to be nominated as a digitally illiterate person.
- Candidates applying for the PMGDISHA exam had to belong to an eligible rural household.

Evaluation of PMGDISHA Exam
Independent external evaluation was done by national level certifying agencies like NIELIT, NIOS, IGNOU, HKCL, ICTACT and NIESBUD. Successful candidates received digitally signed certificates that were uploaded directly to their Digi-Locker accounts.
PMGDISHA Scheme Results and Achievements
The scheme ended on 31 March 2024. According to the PIB press release on PMGDISHA results, around 7.35 crore candidates were enrolled and 6.39 crore were trained, out of which around 4.78 crore were certified. The training content was made available in 22 scheduled languages and English, in both online and offline mode. Content on digital wallets, mobile banking, UPI, USSD, AEPS and PoS was also included to support cashless transactions.
