Jharkhand Petrol Subsidy Yojana 2026, launched by the state government on 26 January 2022, offered Rs. 25 per litre cashback on petrol and diesel for two-wheelers to ration card holders. The scheme was started to give relief to poor families who depend on two-wheelers for daily travel and livelihood. Under this scheme, eligible people received Rs. 250 per month directly in their bank account through DBT for a maximum of 10 litres of petrol.
As per an RTI reply from the Food, Public Distribution and Consumer Affairs Department, the Jharkhand government decided to stop this scheme from February 2026. The main reasons given were low interest among eligible people and the scheme not being fully operational. The department has also directed district supply officers and deputy commissioners to release the technical staff hired for the scheme.
Scheme has been closed or it was a one time scheme which has been closed by the government.

Here is the complete process that was used to apply online for Jharkhand Petrol Subsidy Scheme:-
STEP 1: First of all, go to the PDS Jharkhand website at https://aahar.jharkhand.gov.in/

STEP 2: At the homepage, you can select any of the 2 options - "e-RCMS के द्वारा पेट्रोल सब्सिडी लेने के लिए क्लिक करें" or "CM-SUPPORTS APP (पेट्रोल सब्सिडी) डाउनलोड के लिए क्लिक करें" link.
STEP 3: On clicking the 1st link i.e Jharkhand petrol subsidy apply online through e-RCMS, the page to make ERCMS Ration Card Login will open as shown below:-

STEP 4: Here applicants could make ERCMS Ration Card login by using their ration card number and password (which is last 8 digits of Aadhaar number of head of family) and click at "Login" button.

CM-SUPPORT App Download for Petrol Subsidy in Jharkhand
The Jharkhand cabinet on 19 January 2022 approved the petrol subsidy scheme aimed at providing Rs. 250 every month through direct benefit transfer (DBT) to each of the eligible ration card holders in the state who own an on-road two-wheeler. In order to roll out the scheme on Republic Day from Dumka, chief minister Hemant Soren also launched the CMSUPPORTS App. It could easily be downloaded from the link - https://play.google.com/store/apps/details?id=com.Jharkhand.JharPetrolSubsidy. This app was used for registration and verification of all beneficiaries under the Chief Minister Subsidy on Purchase of Petrol for Riding Two-Wheelers Scheme.
"All beneficiaries registered under the National Food Security Act and the State Food Security Act who have an on-road two-wheeler would be eligible for Rs. 250 as petrol subsidy every month. The money would be transferred through DBT in their bank account. The scheme was estimated to cost the state government Rs. 901.86 crore annually. A provision of Rs. 100.49 crore was made for the remaining months of the financial year 2021-22," said cabinet secretary Vandana Dadel. Though the exact number of beneficiaries was yet to be ascertained, there were around 59 lakh beneficiaries under the NFSA in the state.

Chief Minister Hemant Soren launched the CMSUPPORTS app for registration of poor people covered under the National Food Security Scheme or the Jharkhand State Food Security Scheme for their two-wheeler vehicles under the Petrol Subsidy Yojana.
Need for CM SUPPORTS Mobile App
CM SUPPORTS Mobile App was made to update two-wheeler vehicle information in the ration card so that beneficiaries could receive a subsidy of Rs. 25 per litre, that is, Rs. 250 per month for a maximum of 10 litres of petrol per month for two-wheelers. The beneficiaries had to be covered by the ration card (NFSA/PHH) of Jharkhand and would get Rs. 250 per month in their bank account through Aadhaar based DBT using PFMS.
About Jharkhand Petrol Subsidy Yojana 2026
In the Jharkhand Two Wheeler Fuel Subsidy Scheme, the government subsidised Rs. 25 per litre of petrol for ration card holders having two-wheelers. Under the Jharkhand Two Wheeler Petrol / Diesel Cashback Scheme, the Rs. 25 per litre fuel price relief offer came with a cap of 10 litres per family per month. In Jharkhand, petrol cost around Rs. 98.52 per litre and diesel Rs. 91.56 at the time of launch. With this subsidy, poor people having two-wheelers like bikes and scooters got relief as their monthly budget depended on the prices of petrol and diesel.
Rs. 25 per Litre Cashback on Fuel Price Offered by CM Hemant Soren
On 29 December 2021, while announcing a set of schemes to mark 2 years of the JMM-led coalition government, Chief Minister Hemant Soren announced the Rs. 25 per litre fuel price relief offer. CM mentioned that "We know that the prices of petrol and diesel are skyrocketing, affecting the poor. There are motorcycles in houses of the poor, but people cannot ride them because they do not have money for petrol. The person is not able to go to the market to sell his crop. We hear that people are mixing kerosene and petrol to ride motorcycles. We will reduce the price by Rs. 25 per litre of petrol."
Conditions to Get Subsidy on Fuel Price for Two-Wheeler in Jharkhand
The petrol subsidy scheme was rolled out by the chief minister from Dumka on 26 January 2022. To avail the scheme, beneficiaries had to be ration card holders of the state and their card needed to be linked with Aadhaar. "The bank account of the applicant should be linked with Aadhaar and have an updated mobile number. The two-wheeler should be registered in the name of the applicant. The vehicle needs to be registered in Jharkhand and the applicant should have a driving licence," an official said.
The applicant had to feed in his or her ration card and Aadhaar details on the app, which would further work on an OTP-based system for further checks. "While the office of district supply officer would verify ration card details, the district transport department would verify the vehicle registration. Once approved, the applicant would be eligible for the monthly subsidy," an official said.
Thus it can be said that under the Jharkhand Two Wheeler Petrol Subsidy Scheme, all those citizens who possessed ration cards could get the petrol subsidy with a cap of 10 litres per month for two-wheelers. Jharkhand was the first state to adopt such a measure to provide relief to a selected group of people belonging to the middle-class and lower middle-class whose monthly spending relied on petrol for running two-wheelers.
Background for Jharkhand Two Wheelers Petrol / Diesel Cashback Scheme
As many as 23 states reduced the Value Added Tax on fuels to lower petrol and diesel prices. Amongst states, the highest drop was in Karnataka (Rs. 13.35 per litre of petrol), followed by over Rs. 12 per litre of petrol in Mizoram and Puducherry. Moreover, while all states chose to forego revenues, Jharkhand instead decided to provide subsidies and incur higher expenditure. The state government did not want to reduce VAT on petrol for everyone and chose an "objective subsidy benefiting the poor".
Implementation of 2 Wheeler Petrol / Diesel Subsidy Scheme
There were 61 lakh families that had ration cards in Jharkhand. Out of that, many would have motorcycles. It could be 2 lakh, 10 lakh or 20 lakh, and that needed to be checked and corroborated. One way to give the subsidy was with Aadhaar based identification at petrol pumps, and provide the subsidy there itself. It was for the Jharkhand government to make a decision by 26 January 2022, when the benefit of the Two Wheeler Fuel Subsidy Scheme was rolled out.
Need for Fuel Price Relief Offer in Jharkhand
Between February and May 2021, the Central Government had increased excise duty on petrol and diesel by Rs. 13 per litre and Rs. 16 per litre, respectively, amid a sharp decline in revenues due to Covid and related restrictions. Later, the Centre announced an excise duty cut of Rs. 5 per litre on petrol and Rs. 10 per litre on diesel, prompting some states to announce their own tax cuts to reduce prices.
For instance, in Delhi, the price of petrol came down from a high of Rs. 110 per litre in early November to Rs. 95.4 per litre. Maharashtra, Tamil Nadu, Andhra Pradesh, Telangana, Kerala and West Bengal were among states that did not cut state taxes on petrol and diesel. In Jharkhand, the government started the Two Wheeler Fuel Subsidy Scheme in which Rs. 25 per litre fuel price relief was on offer to benefit poor families.

The main reasons are low interest among eligible people and the scheme not being fully operational. For the financial year 2025-26, a budget of Rs. 10 crore was approved for the scheme, which included Rs. 5 crore for Scheduled Tribes, Rs. 4 crore for Other Backward Classes and Rs. 1 crore for Scheduled Castes. The department has directed all district supply officers and deputy commissioners to issue notices and release the technical staff hired from outside sources for the scheme.
