Meghalaya Sericulture and Weaving Scheme offers money support of up to 75% of the total project cost to entrepreneurs and collectives who want to start sericulture or weaving work. It promotes Eri and Muga silk so that yarn and fabric from the state reach national and global markets.

This credit-linked scheme is implemented by the Department of Textiles under the Planning, Investment Promotion and Sustainable Development Department of the Government of Meghalaya. Applications are open on a rolling basis, so eligible people can apply through the Meghalaya One portal.

Meghalaya Sericulture and Weaving Scheme

Meghalaya Sericulture and Weaving Scheme helps entrepreneurs and collectives set up or grow sericulture and weaving units. It focuses mainly on Eri silk, which is a traditional fabric of the state, and also supports Muga silk cultivation.

This scheme helps set up grainages for Disease-Free Layings (DFL). It also supports spinning, reeling, dyeing, and weaving units so that local production grows and entrepreneurs succeed.

Eligible people receive the following support under this scheme:

• Up to 75% of the project cost as upfront margin money, with a 5% contribution from the entrepreneur and a 20% bank loan.
• Credit linkage through partner banks such as State Bank of India (SBI) and Indian Bank.
• Full guidance on the application process and help with setting up units under the CM-ELEVATE framework.
• Training for running grainage, spinning, reeling, and weaving units.
• One-time infrastructure support with a 500 sq ft or 1000 sq ft shed, based on the selected model.
• Equipment cost coverage for spinning, reeling, weaving, dyeing, and grainage work.

Eligibility

Both collectives and individuals can apply. The rules for each group are given below.

For Collectives (Registered and Unregistered)

• The collective must be based in the village where the scheme is implemented.
• Registered entities must have at least 10 members.
• Prior experience in the sector is required, with checking from the District Sericulture or Handloom Officer. At least 5 members must be active spinners, reelers, or weavers, or hold valid Handloom ID cards.
• The collective must employ a minimum of 5 spinners or weavers.
• Grainage applicants must have staff who passed at least class 10 and have 2 years of experience in DFL production.
• A live bank account with records for the last 6 months is needed, along with at least 2 years of total operational history.
• Verified land ownership or a lease document is required.

For Individuals

• The person must be a permanent resident of Meghalaya.
• Age must be between 18 and 58 years.
• A training certificate in spinning or weaving from a recognised provider, or a bonafide certificate from the relevant district office, is required.
• Grainage applicants need class 10 education and 2 years of related experience through official certification.
• The person must not be a bank credit defaulter.

STEP 1 - Go to the Meghalaya One portal and open the scheme detail page. Click on Login to Apply.

STEP 2 - New users must register first using their PDS or EPIC ID.

STEP 3 - After the credentials are checked, fill the application form with all required project details.

STEP 4 - Upload the required documents and click submit to get a unique application number.

STEP 5 - Existing users can sign in directly using their mobile number or ID to apply for the scheme.

A collective must submit its registration certificate, trade licence, or GST certificate. It also needs a recent bank statement for the last 6 months, experience certificates for grainage and operational staff, a land availability certificate, identity proof for the President and Secretary, and a self-declaration form.

For Individuals

An individual must submit a training or bonafide certificate in weaving or spinning. A valid government ID such as Aadhaar or Voter ID is needed, along with a bank statement for the last 6 months, a land availability certificate, and a self-declaration form.
