Manipur government is accepting Inner Line Permit (ILP) online applications at the Manipur official portal manipurilponline.mn.gov.in. Manipur ILP is an official travel document issued by the state government to allow inward travel of an Indian citizen visiting the state for a specific time period. People can now fill the Manipur Inner Line Permit Apply Online Form through the online mode at the official website.

Manipur Inner Line Permit (ILP) is in exercise of the powers conferred by Section 2 and 4 of the Bengal Eastern Frontier Regulation, 1973 (Regulation 5 of 1873) as extended to the State of Manipur vide Order of President of India No. S.O. 4433(E) dated 11/12/2019. STEP 1 - Firstly visit the official website at manipurilponline.mn.gov.in

STEP 2 - The homepage for Manipur Inner Line Permit Apply will open as shown below:-

STEP 3 - Here candidates can see all the permit types. Click on the Inner Line Permit that you wish to apply for. Each permit will result in an online form which needs to be filled up and submitted. For example, click on the Temporary Permit link to open the Manipur ILP online application form as shown below:-

STEP 4 - Passport size photograph, signature, aadhaar, sponsor photo (for special category and regular inner line permit) and sponsor aadhaar (for special category and regular inner line permit) attachments are required for applying for the permit. Aadhaar holders can also use the instant OTP verification option for a faster approval process.

Once the Manipur ILP online application form is filled up and submitted, candidates can note the application number or download the PDF copy of the filled up form. This needs to be produced at the entry gate where you have to make the necessary payments and the ILP permit will be generated by the respective officer concerned.

Types of Inner Line Permit in Manipur

There are 6 types of Manipur ILP which have been described below:-

1. Special Category Permit - For government contractors, investors, traders and business establishments. Maximum validity is 3 years and renewal is mandatory after expiry.
2. Regular Permit - For individuals who visit the state frequently, subject to sponsorship by a permanent resident of the state. Validity is 90 days.
3. Temporary Permit - For tourists, business representatives and short-term visitors. Validity is 30 days and no renewal is permitted.
4. Labour Permit - Issued for groups of labourers brought from outside the state, applicable for labour engaged in construction works.
5. Half-Yearly Working Permit - For workers and labourers in the unorganized sector and temporary employees of registered companies. Validity is 180 days, extendable once for another 180 days.
6. Annual Working Permit - For regular employees of registered companies, firms and institutions. Validity is 360 days and it is not extendable.

Manipur ILP Offline Application Process

To apply offline for Manipur ILP, people can approach any of the designated ILP counters. ILP counters are available at Mao Gate, Jiribam Railway Station, Imphal Airport and the Office of the Deputy Commissioner in each district. Here you will have to produce aadhaar card which will be scanned, your signature will be scanned, and your passport photo will also be scanned. The officer will make all the necessary entry of the required data. Once it is completed, you have to make the payment and the permit will be generated.

Applicants can also generate a Temporary Permit instantly through the Self-Service Kiosk. There is no waiting for approval from the issuing authority. Payment can be made immediately after submitting the application, and the permit is generated instantly after successful payment. The kiosk facility is available only for eligible Temporary Permit applications.

Manipur ILP Payment of Fees

The following amount of fees must be paid while applying online for Manipur ILP:-

• For special category permit, payment of fees is to be done Rs.5000 in the first instance and Rs.10,000 in the subsequent instance.
• For regular permit, payment of fees is to be done Rs.500 in the first instance and Rs.1000 for each renewal.
• Temporary permit requires payment of fees of Rs.100 in the first instance and Rs.200 for renewal.
• Bulk Permit requires payment of Rs.100 each for individual in the first instance and Rs.100 for renewal.

Renewal of Inner Line Permit

Renewal shall be considered only upon submission of a renewal application. Only Labour Permit, Special Permit and Half-Yearly Working Permit are renewable. Temporary Permit and Regular Permit cannot be renewed. Renewals beyond two times shall be referred to the Home Department.

Regulations and guidelines shall not apply to foreigners who shall be regulated and governed by Foreigners (Protected Area) Order, 1958 made under the provision of Foreigners Act, 1946 and the Passport (Entry into India) Rules, 1950 and subsequent amendments.
