Bihar Saat Nischay Yojana Part 2 was the vision document released by the Bihar government in December 2020 for the five year period from 2020 to 2025. It was brought out under the Aatmnirbhar Bihar plan and carried forward the seven resolves of the earlier Saat Nischay Yojana Part 1. The document covered seven main areas, including youth employment, women empowerment, education, agriculture, cleanliness, infrastructure and health.

The scheme period of Saat Nischay Yojana Part 2 has now come to an end. In the Bihar Budget 2025-26, an amount of ₹5,972 crore was set aside for the departments working under this plan. The scheme was launched by former Chief Minister Nitish Kumar, who stepped down from the post in April 2026. The details of the seven resolves on which the vision document focused are given below.

Bihar Saat Nischay Yojana Part 2

Saat Nischay was a large program started by former Chief Minister Nitish Kumar soon after he was elected in 2015. The second part of the seven resolves was released in December 2020 to guide the development work of the state for the next five years. Here are the seven areas on which the vision document focused.

Employment and Skill Development of Youth

The state government planned to focus on giving employment opportunities to the youth. This would help jobseekers find a good job with which they can support their livelihood. Skill development was another area on which the government laid special stress to raise the skill level of young people and make them job ready. Under this head, the government also aimed to create more than 20 lakh new jobs in the government and private sector.

Education for Students

Another main scheme of the state government, namely the Bihar Student Credit Card Yojana, was carried forward in this period. This scheme was continued to help students pursue higher education. In addition to this, the vision document spoke of developing ITI and polytechnic institutes across the state as centers of excellence to provide better training to the youth in the future.

Women Empowerment

Women empowerment was a major issue which the state government of Bihar wanted to address as a part of Saat Nischay Yojana Part 2. In the five year period, the state government planned to provide 50% of the project cost or a maximum of ₹5 lakh as an interest free loan to women who start their own enterprise. This was taken forward through schemes like the Bihar Mukhyamantri Mahila Udyami Yojana.

Agriculture and Irrigation

In the five year period, the Bihar government planned to provide irrigation facility to every agricultural land in the state. Agriculture is the backbone of the Indian economy and Bihar plays an important role in it. The main idea was to raise the overall income of farmers by providing them with financial support and irrigation facilities. This would result in higher agricultural produce and thus the overall GDP of the state as well as the country would increase.

Cleanliness

The state government of Bihar wanted to make each and every village in the state clean and prosperous. Bihar government focused on the scheme to provide clean drinking water to every household in the state. Another thing which was mentioned in the vision document was cleanliness and development of cities. Solar street lights in all villages were also part of this resolve.

Infrastructure

As per the vision document, the Bihar government aimed to construct shelter homes for old age people, multi-storey flats for poor people and electric crematoriums in all the major cities in the state. The document also laid stress on building bypasses and flyovers in major cities of the state. Furthermore, efforts were also made to increase rural road connectivity in the state.

Health Facilities

Bihar government, in the five year period, planned to focus on providing better health services to the people, both at the urban and village level. Health was a major concern at that time as the COVID-19 pandemic had put a dent on the economy and many people lost their lives. Through Saat Nischay Yojana Part 2, the government wanted to improve the health of the citizens. This included free treatment for children born with heart defects under the Bihar Bal Hriday Yojana.
