Madhya Pradesh government is running Hostel Scheme for Disabled Students (Chhatragrah Yojana) for divyang students of class 11th and above who do not get a hostel seat in their school or college. Under this scheme, a group of at least five disabled students can rent a private building, and the Social Justice Department pays rent up to ₹750 per month along with ₹1,000 per month towards electricity and water bills.
Scheme started on 8 September 2008 and is still open. Official scheme page of Social Justice and Disabled Welfare Department was last updated on 29 June 2026, and the rent and utility rates, eligibility rules and the offline application process remain the same as before. Applications are taken at the district office throughout the year, so there is no fixed last date.
Hostel Scheme for Disabled Students Madhya Pradesh
Scheme is run by Department of Social Justice and Empowerment of Persons with Disabilities, Madhya Pradesh. Main aim is simple. Many divyang students take admission in class 11th, college or a diploma course far from home, and the institute has no hostel for them. In such cases the department allows the students to take a private building on rent as a chhatragrah, and pays part of the cost.
Department pays only the rent and basic utility bills. Everything else in the chhatragrah, like utensils, furniture, ration and cleaning, has to be managed by the students themselves. If the electricity and water bill of a month crosses ₹1,000, students staying there have to share the extra amount equally.
Application Process
Application is offline only. There is no online form for this scheme, so the whole process happens through the district office of Social Justice and Disabled Welfare.
STEP 1 - Get together a group of at least five disabled boys or five disabled girls studying in class 11th or above in the same town, since a chhatragrah is approved only for a group and not for a single student.
STEP 2 - Download the prescribed form from the departmental order given in the references below, or collect it from the district office of Social Justice and Disabled Welfare, and fill in student details, course details, disability percentage and the address of the building you plan to rent.
STEP 3 - Attach the required documents, such as disability certificate of 40 percent or more, domicile certificate, income certificate, marksheet of the last class, Samagra ID, Aadhaar card and bank passbook copy, and submit the file at the district office.
STEP 4 - District Officer of Social Justice or an officer sent by him inspects the proposed building and checks whether electricity and water are available and whether the building is near the school or college.
STEP 5 - After the inspection report, the District Collector approves the rent, up to ₹1,500 per month for the building, and the payment starts as per the approved rate. Under the Samadhan Ek Din service, approval for a chhatragrah can also be given on the same day at the district level.
