CM Shivakumar Orders Gruha Lakshmi Cleanup in 2026
In June 2026, Karnataka Chief Minister D.K. Shivakumar confirmed that the government will weed out illegal and ineligible beneficiaries from Gruha Lakshmi, while making it clear there is no intention to cut benefits for genuine recipients. "We are rechecking the system to make sure that benefits go to genuine beneficiaries and the right accounts. We have no intention of cutting anyone's benefits arbitrarily," he said while speaking to reporters in New Delhi.
The verification drive comes after the government identified a discrepancy of around Rs 120 crore due to payments going to ineligible accounts. One of the biggest problems found is that monthly payments were being credited in the names of 1.48 lakh deceased beneficiaries. Revenue inspectors and Panchayat Development Officers (PDOs) have been asked to track and report deaths to stop such wrongful withdrawals immediately. A statewide re-verification of all 1.28 crore beneficiaries is being planned, with a proposal to call for fresh applications possibly coming up at the next Cabinet meeting.
Earlier in the cleanup process, the Women and Child Development Department had already removed over 2 lakh women who were found ineligible. Of these, 1.08 lakh were income tax payers and 1.04 lakh had husbands paying GST. The government has now identified a further 1,12,092 women across 17 districts who may be ineligible under the scheme's rules. Women who are genuinely eligible need not worry as the scheme continues without any cuts to the benefit amount.
The government has also flagged that some individuals from the same household have been drawing benefits despite the scheme being meant for only one woman per family. A complete overhaul with stricter eligibility checks and fresh operational guidelines is being worked out to make sure only the right beneficiaries receive the Rs 2,000 monthly support going forward.
Aadhaar Biometric Verification from July 2026
Starting July 2026, Karnataka will bring in Aadhaar-based biometric verification for Gruha Lakshmi beneficiaries to stop misuse of the monthly cash transfer. Women receiving the Rs 2,000 support every month will need to complete biometric authentication to keep getting the benefit, and a charge of Rs 5 will apply for biometric registration. A mobile app is being built to make the registration and verification process easier. If a beneficiary does not complete this verification, the monthly amount will not be credited to her account.
Along with this, the Department of Women and Child Development is planning to enrol beneficiaries in a "Gruha Lakshmi society," and women who choose to join must pay a joining fee of Rs 1,250. For the 2026-27 budget, the Karnataka government has set aside Rs 28,608 crore specifically for the Gruha Lakshmi scheme.
In an earlier cleanup round, around 4.3 lakh names were removed from the beneficiary list after they were found to be either deceased or ineligible due to high income. Officials have clarified that only the woman head of the family can get the monthly amount, but if she has passed away, another female member of the same family can continue receiving the Rs 2,000 benefit by submitting her death certificate to the department.
