Tamil Nadu government has started the Annan Seer scheme, under which brides from families earning up to ₹2.5 lakh a year will get an 8 gram, 22 carat gold coin and one silk saree for their wedding. A government order issued on 5 October 2026 gave administrative sanction to run the scheme every year and set aside ₹812 crore as the first installment of funds for 2026-27.
Weddings held on or after 5 October 2026 are covered. Applications will be taken online, but the website has not been launched yet, so nobody can apply right now.

Annan Seer scheme 2026 details
Annan Seer means "elder brother's gift". In Tamil weddings the bride's elder brother traditionally brings seer (gifts), and the government order says the state will stand in that role for brides starting a new life. It was announced in the Revised Budget 2026-27 and was one of the main promises in the Tamilaga Vettri Kazhagam (TVK) manifesto.
Social Welfare and Women's Rights Department issued the order, signed by Secretary Pallavi Baldev, after the Director of Social Welfare asked for approval and funds.

How to apply for Annan Seer scheme
As per the government order, applications will be received through a website. Minister Jagadeeswari has said a separate portal for the scheme will be launched soon. No offline form, e-Sevai center option or camp has been announced so far.
Detailed eligibility rules and guidelines will be released in a separate order, and the application steps will be clear only after that. Families with a wedding after 5 October should not wait for the portal to start collecting papers. Tamil Nadu's existing marriage assistance schemes ask for the following, and similar documents are likely here too:
- Income certificate from the Tahsildar showing the family's annual income.
- Wedding invitation, or the marriage registration certificate if the wedding is already over.
- Age proof of the bride, like a birth certificate or school transfer certificate, since she must be at least 18 at the time of marriage.
- Photo of the wedding couple.
Who can get Annan Seer benefit
Government order fixes four conditions for now. Anything beyond these, like whether a second marriage counts, will come with the guidelines.
- Bride must belong to Tamil Nadu.
- Wedding must take place in Tamil Nadu. A Tamil Nadu bride marrying in another state does not qualify under the current order.
- Annual family income must be ₹2.5 lakh or less.
- Wedding must be on or after 5 October 2026, the date of the order. Earlier weddings are not covered.
That income limit is half of what was promised. TVK's manifesto had said families earning below ₹5 lakh a year would get the gold coin.
Gold coin and saree: how they will be bought
Each eligible bride gets one 8 gram gold coin of 22 carat purity and one silk saree. There is no cash part. Both items will be bought through open tenders under the Tamil Nadu Transparency in Tenders Act, 1998 and its Rules of 2000.
Gold price is not fixed in advance. It will be set at the India Bullion and Jewellers Association (IBJA) rate on the morning the purchase order is issued, so the cost per coin will move with the gold market. Government's own estimate is that about 5 lakh weddings take place in Tamil Nadu every year.

Annan Seer and older marriage schemes in Tamil Nadu
Gold for brides is not new in the state. Four Tamil Nadu marriage assistance schemes still run for daughters of poor widows, orphan girls, widows who remarry and inter caste couples. They give an 8 gram gold coin plus ₹25,000, or ₹50,000 for graduates and diploma holders, but only to families earning up to ₹72,000 a year.
Moovalur Ramamirtham Ammaiyar marriage scheme, which covered daughters of poor families in general, was changed into a higher education scheme in 2022-23 and now runs as the Pudhumai Penn scheme. Annan Seer brings back a general marriage gift with a much higher income limit and no education condition so far, though without any cash.
