State Capital Investment Subsidy, operating under the broader West Bengal Incentive Scheme, acts as a key driver for tourism development in the state. Implemented by the Department of Tourism, Government of West Bengal, this program provides financial support to help new and existing tourism projects grow.

The original scheme was launched on 22nd February, 2021, and remained active until 31st December, 2025. The successor West Bengal Tourism Industry Benefits Scheme, 2026 has been published as a draft by the department, and tourism units can apply online through the Silpasathi single window portal. The aim is to support new tourism units and generate employment and revenue for the state.

Through this scheme, eligible units can receive good subsidies on fixed capital investments. This investment covers expenses related to building construction, plant and machinery, and equipment installed for environmental and pollution control within a tourism unit.

Note: The subsidy amount for the building component will not exceed 50% of the total awarded State Capital Investment Subsidy.

Eligibility

This scheme is open to various tourism projects, including those in the private, cooperative, or joint sectors, as well as entities managed by the State Government. To qualify, the following criteria must be met:

A tourism project or the expansion of an existing unit must have commenced on or after 22nd February, 2021. Alternatively, a hotel that started operations between 7th January, 2015, and 31st December, 2020, but missed applying for the 2015 scheme due to the absence of a bar license, is also eligible.

The project must be supported by a detailed feasibility report and sanctioned by a recognized Central Financial Institution, Commercial Bank, or State Financial Institution. In addition, a valid Registration Certificate, a Date of Commencement Certificate, and an Eligibility Certificate issued by the West Bengal Tourism Development Corporation Limited are required.

Exclusions

This scheme is not available to tourism units that have already received or been sanctioned incentives under any previous government scheme. The new West Bengal Tourism Industry Benefits Scheme, 2026 will not apply to those tourism units that were registered and availed complete benefits under the West Bengal Incentive Scheme, 2021. If an application for registration under the 2015 scheme was pending or already processed, benefits continue under the 2015 guidelines instead of the 2021 scheme.

Application Process

Online Registration and Application

The application is managed through the Silpasathi portal. The steps are given below.

STEP 1 - Create an account on the Silpasathi portal by selecting the entity type and entering the relevant registration details.

STEP 2 - Log in to the dashboard and go to 'All Services'. Select 'Tourism Incentive' and click 'Create CAF' to generate the application ID.

STEP 3 - Complete the common application form by entering all required information accurately. Upload the required documents, review them, and click 'Save & Continue'.

STEP 4 - Submit the final application and track progress through SMS and email updates. Once approved, the certificate can be downloaded directly from the system.

The process involves obtaining three documents in sequence: the Registration Certificate, the Date of Commencement Certificate, and the Eligibility Certificate. Once all three are in hand, application can be made for the various subsidies available under the scheme.

Documents

Several documents must be organized for the application. For the Registration and Eligibility Certificate (Form I), the following are needed:

• Copy of Memorandum and Articles of Association or Partnership Agreement, along with the list of names and addresses of Directors, Partners, or Owners.
• Comprehensive project report and valid No Objection Certificates from the Pollution Control Board and West Bengal Fire Service.
• Photocopy of the loan sanction letter from the financial institution, and audited balance sheets for the last 3 years with Income Tax returns.
• Vetted estimates for building and machinery from a government-registered valuer, along with land records including mutation, conversion certificates, and site plans.
• Clearances from authorities like Forest, CRZ, or Police if applicable, plus Sarai Registration Certificate, valid trade license, and GST certificates.
• Sanctioned building plans from local authorities.

For the final subsidy application, the techno-economic report, valuation certificates, and Annexure-A and Annexure-B certificates signed by a Chartered Accountant are also required to confirm fixed assets and investment details.

Definitions

An Eligible Unit is defined as a new tourism project or an expansion of an existing one that holds a valid Registration Certificate and Eligibility Certificate. Construction or operation must have begun on or after the scheme's effective date.

The scheme classifies regions into four zones (A, B, C, and D) and a Special Area, covering specific districts such as Purulia, Bankura, Paschim Medinipur, Jhargram, and various blocks under the Sundarbans area to ensure fair distribution of incentives.
