Ministry of Micro, Small and Medium Enterprises runs Champions Portal at champions.gov.in for online MSME grievance registration, and the system now runs as the upgraded CHAMPIONS 2.0 platform. People or organizations can fill the MSME Grievance online registration form on the official website to get their concern addressed, with a voice-enabled complaint filing option added to the portal.

CHAMPIONS stands for Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength. Champions Grievance Management Service runs online through a network of 69 state level control rooms and shares information in 11 regional languages, up from 66 control rooms at the time of launch.

Champions portal helps smaller units grow into bigger ones by supporting, encouraging and handholding MSMEs. Below is the complete process to fill MSME Grievance online registration form at Champions Portal in 2026.

Here is the complete procedure to fill MSME Grievance online registration form at Champions Portal:

STEP 1 - Go to the official portal at www.champions.gov.in and open the "Your Grievances" menu on the homepage, then click on "Register Your Grievance".

STEP 2 - MSME Grievance online registration form will open. Select the user type first, from options like MSME unit with UAM or Udyam Registration, MSME unit without UAM or Udyam Registration, Individuals or Others, and Associations.

STEP 3 - Enter contact details such as name of person or complainant, address, pin code, state, district, email ID and mobile number, then click on the button to get OTP on mobile number or email ID.

STEP 4 - Enter the OTP received on the registered mobile number or email along with the captcha code shown on screen to validate the details.

STEP 5 - Pick the grievance category from the dropdown list. Categories now include UAM or Udyam Registration issues, Raising and Accelerating MSME Performance (RAMP), PM Vishwakarma, Online Dispute Resolution (ODR) for delayed payments, banking and loan issues, GST related matters, and issues linked to various state governments or ministries. Then write the grievance description in the box, within 3,000 characters.

STEP 6 - Upload a supporting document if required. Only PDF, JPEG or JPG files up to 1.5 MB are accepted, and the file name should not have spaces or special characters.

STEP 7 - Tick the declaration box confirming that the facts given are true, enter the final verification code, and submit the form. A grievance number gets generated after submission, which can be used later to check status.

After submission of the MSME grievance, the concerned department reviews the complaint and works on solving it. Status of a submitted grievance can be checked anytime from the "View Status" link on the Champions Portal homepage by entering the grievance number.

Who can Register Grievance at Champions Portal

Champions Portal grievance registration is open to individual entrepreneurs, MSME units and organisations connected to the MSME sector. Following user types can register their grievance at the Champions Portal:

  • MSME unit with UAM or Udyam Registration - businesses that already hold an Udyam Registration or older UAM certificate.
  • MSME unit without UAM or Udyam Registration - businesses that have not registered yet but still face an issue related to MSME services.
  • Individuals or Others - people such as would-be entrepreneurs, employees or general citizens with a complaint linked to MSME schemes.
  • Associations - trade bodies and business associations raising a grievance on behalf of their members.

Features Available at CHAMPIONS 2.0 Portal

Champions Portal is a one stop shop solution run by the MSME ministry. Voice-enabled grievance registration was added to the portal so people can file a complaint by speaking, and the system now uses Artificial Intelligence and Machine Learning to translate portal content into 11 regional languages including Hindi, Gujarati, Bengali and Kannada.

CHAMPIONS 2.0 stays linked with schemes such as PM Vishwakarma Yojana, RAMP and the Online Dispute Resolution (ODR) system for delayed payment cases, so grievances tied to these schemes can be filed from the same form. Delayed payment complaints are also routed through a separate ODR portal at odr.msme.gov.in.

Control rooms work on a Hub and Spoke model, with the hub at the Secretary MSME's office in New Delhi and spokes placed in 69 state level offices and institutions of the ministry, up from 66 control rooms earlier. The physical and technology setup was built in-house with support from NIC.

    Sub: An Appeal for reducing GST percentage in Cake industry.
    Respected Madam
    We run a Flour Confectionery unit at West Bengal Kolkata to make Cake & Snacks.
    We work under the Brand THE SUGARR AND SPICE a Pvt Ltd Company in the name “Creative Bakers and Confectioners Pvt Ltd". We have 143 Exclusive outlets and 250 Distributors all over West Bengal. We have more than 500 direct employees today with us to run the organisation. We train our staff to achieve the skill. We innovate attractive new food products for our customers.

    In Flour Confectionery GST for Cake is 18 % & Snacks is 12 %
    Where as in Milk Confectionery GST is only 5%.
    In the market Milk Confectionery (Sweets & Snacks) have competition with Flour Confectionery( Cakes & snacks)
    For sweet product GST is 5% only, where as for Bakery and Confectionery product GST is 18% and 12%(abnormally high).
    Main ingredients required in Milk Confectionery (Sweet & snacks) are Gram Flour, Fat Sugar & milk.
    Where as Main ingredients required for Flour Confectionery (Cake & Snacks) is Flour, Fat, sugar & egg, which is almost same with Milk Confectionery (sweet & Snacks).
    Milk Confectionery (Sweet & Snacks ) are paying much lower GST ,only 5%
    where as Flour Confectionery (Cake & Snacks ) are paying much higher GST 18% 12%.

    Because of the difference in Tax percentage between the two industries it has been very difficult To face the competition . My request is to focus on this point. For this unhealthy competition Flour Confectionery is in great trouble.
    Apparently these two products are same & are catering the same market.
    Both are being sold out & served either in paper plates or in packed boxes.
    Both are consumed as food in between meals..
    Both are being displayed in shelves in the shops for sales.
    In terms of market share both the industry have almost same contribution.

    Bakery and confectionery set up needs much more investment in terms of machinery & equipment in comparison with Sweet manufacturing unit.
    Ours are handmade products. We need skilled & highly paid man power to decorate the Cakes.
    At restaurant snacks or sweets are served with 5% tax.
    But a way side Confectionery shop has to pay 12% or 18% tax for selling the same items.

    Because of the Corona Pandemic situation the market is shattered & thousands of families depending on Flour Confectionery all over INDIA are in great danger. May be some Companies will be closed down resulting in increased poverty & hunger.

    It is my humble request to your good Office to reduce the GST of Flour Confectionery & snacks (Cakes & Snacks) to 5% like Milk Confectionery (sweets & snacks) & save the life of thousands of families depending on Flour Confectionery all over INDIA.
