Deen Dayal Swasthya Seva Yojana (DDSSY) is a health insurance scheme run by Goa Government, launched on Goa Statehood Day, 30 May 2016. Families living in Goa for 5 years or more can join this scheme and get cashless treatment at government and private hospitals.
Goa was the first state to bring a health insurance scheme that covers all residents, regardless of income. So a wealthy family and a poor family both get the same insurance cover under DDSSY, as long as they meet the residency rule.
New registrations for DDSSY are open through the year at designated centers and camps across Goa. Card renewal for the current policy period, 1 April 2025 to 31 March 2026, is also open and can be done online at goaonline.gov.in. Renewing on time is required to keep using the cashless treatment facility at empaneled hospitals without any break.
Deen Dayal Swasthya Seva Yojana (DDSSY) 2026
Under DDSSY, a family of up to 3 members gets a health insurance cover of ₹2.5 lakh a year, while a family of 4 or more members gets a cover of ₹4 lakh a year. This cover pays for hospitalisation, treatment, investigations and surgery costs.

An annual insurance premium of around ₹3,206 per family is paid by the state government to the insurance company on behalf of each enrolled family. Once approved, a health card is issued which works at any empaneled hospital, government or private.

DDSSY Registration / Annual Renewal Charges
Rs. 200 for a family of 3 and less
Rs. 300 for a family of 4 and above
A concession of 50% on the above registration and renewal charges is given to OBC non-creamy layer families, SC/ST families and families where the head is differently abled, subject to proper documents.
For re-issue of a lost or damaged card, the charge is Rs. 100 per re-issue.

Here is the step by step process to renew a Deen Dayal Swasthya Seva Yojana card online at goaonline.gov.in.
STEP 1 - Go to goaonline.gov.in and register with your email id, mobile number, name, address and date of birth, then verify with the OTP sent to your phone. If already registered, just log in with your credentials.
STEP 2 - Once logged in, validate your Aadhaar number in your user profile if this is not already done.
STEP 3 - Click on 'Services', then 'All Services', then 'Directorate of Health Services', and select 'Deen Dayal Swasthya Seva Yojana (DDSSY) - Renewal'. Only existing DDSSY cardholders can use this option; new applicants need to register at a center first.
STEP 4 - Enter your DDSSY card number and search for your member details, then click on generate OTP and validate it with the code sent to your registered mobile number.
STEP 5 - Fill in the required fields if this is a renewal with updation, and upload the relevant documents where asked.
STEP 6 - Pay the renewal fee by clicking on proceed to pay, and note down the acknowledgement number once payment goes through, for tracking your application.

Deen Dayal Swasthya Seva Yojana Eligibility
Anyone residing in Goa for 5 years or more is eligible to enroll under DDSSY. "Family" here means the eligible person, their spouse, unmarried children, and dependent parents or in-laws (in case the eligible person is a woman). This family unit cannot be split for enrollment.
Central or state government employees and their families who are already covered under government medical reimbursement rules are not eligible for DDSSY.
Documents Required for Deen Dayal Swasthya Seva Yojana Enrollment
Self attested photocopies of the original documents below need to be attached along with the application form.
- Aadhaar card or the Aadhaar enrollment acknowledgement slip for every family member above the age of 5 years. This is compulsory for all applicants.
- Residence proof of the eligible person, issued at least 5 years ago, such as a passport, a residence certificate showing 5 years of stay in Goa, a voter ID card, or a driving license.
- Ration card, to confirm who counts as part of the family.

Coverage under Deen Dayal Swasthya Seva Yojana
This scheme applies at all government and empaneled private hospitals across Goa. It covers treatment, tests and medicines for about 276 types of diseases at government hospitals, and hospitalisation for 147 types of diseases at private hospitals.
The cover pays for hospitalisation, medicines, and surgery costs at both government and empaneled private hospitals. If treatment costs go beyond the cover limit, the patient needs to continue further treatment at a government hospital.
Goa Electronics Ltd (GEL) is the technical partner that issues the insurance cards, while United India Insurance Company Ltd provides the actual insurance cover. This scheme was designed to reduce the load on Goa Medical College and other government hospitals, and to help residents get treatment without worrying about the cost. Goa also has residents covered under the central Ayushman Bharat health insurance scheme, but DDSSY is a separate, state-run cover meant specifically for Goa residents.

FAQ's
Can a new applicant renew a DDSSY card directly online?
No. The online renewal option on goaonline.gov.in works only for people who already hold a DDSSY card. New applicants need to visit one of the DDSSY centers or camps first to register and get a card.
What happens if a DDSSY card is not renewed before the policy period ends?
Once a card lapses, cashless treatment at empaneled hospitals is not available until the card is renewed. It is best to renew a few weeks before the policy period ends, on 31 March, to avoid any gap in cover.
Is DDSSY cover available outside Goa?
DDSSY mainly covers hospitals within Goa, along with a handful of referral hospitals in nearby cities like Bangalore, Belgaum and Mangalore for specialised treatment not available locally.

I have been the recent benificiery of the scheme Deen Dayal Swasthya Seva Yojna (DDSSY) at Manipal Hospital, Panaji (InPatient No.IPC1.0012309)and discharged (03/10/2016) from hospital just today. The entire process of admission,treatment & discharge was processed in a hassel free manner. Full cost of Rs.146789/- towards Angioplasty was paid under the scheme by the Govt. of Goa. It gave me feeling that Achchhe Din for Poor has just started & I am back home with successful treatment with a feeling of sincete gratitude to the Government of Goa for providing such excellent scheme. My sincere & heart felt thanks & gratitude to Government of Goa for taking care of health of poor.At least my vote is assured to this Government till I am alive.

Good Day I Rose Mendes card no- 13016036 i am dialysis patient, doing my dialysis in Victor hospital ( Apollo victor hospital) from last 7 yrs i would like bring to notices that from month of Sept 2021 onward victor hospital had ask all the dialysis patient to do all their test in victor hospital ie blood test for creatinine ,Hb test, HCV,HIV,HBSAG. forcefully in their pathology lab.The rate in victor are 50% to 70% more than outside lab, after consulting them, they told that is rule of DDSSY. There are 120 patient in dialysis department, We like to inform you that as per Govt scheme it is free of charge or allow us to do the test outside so that we can save some money..
