Central government is accepting Prime Minister Employment Generation Programme (PMEGP) online applications on the new PMEGP 2.0 portal at pmegp.msme.gov.in. PMEGP is a credit-linked subsidy scheme of the Ministry of Micro, Small and Medium Enterprises (MSME) that pays 15% to 35% of the project cost as margin money subsidy on a bank loan for a new micro enterprise in the non-farm sector.
Projects can cost up to ₹50 lakh in manufacturing and ₹20 lakh in business or service. Khadi and Village Industries Commission (KVIC) is the national nodal agency, while state KVIC offices, Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) handle applications in the field.
PMEGP online application form 2026 on new portal
Ministry of MSME launched the PMEGP 2.0 portal on MSME Day, 27 June 2026. It replaces the old KVIC e-portal and is linked with the Jan Samarth portal, so banks can process, sanction and release loans online. Applying has two parts. First a short registration that gives you a User ID and Password, then a login where you finish the form and send it to the implementing agency.
Register as a new PMEGP applicant
STEP 1 - Go to the official website pmegp.msme.gov.in, open the 'Login' option at the right end of the menu bar and click 'New Application'.
STEP 2 - Enter your Aadhaar number and PAN number. Then pick your title, implementing agency (KVIC, KVIB or DIC), state, district, social category, special category and qualification from the dropdowns.

STEP 3 - Fill in the communication address (only if it needs a change from the Aadhaar address), your primary and secondary mobile numbers, and the address where the unit will be set up.
STEP 4 - Add the project details: activity, capital expenditure, working capital, number of employees and your EDP training status. Choose a primary and an alternate financing bank, say whether you want CGTMSE cover, and pick where you heard about PMEGP.
STEP 5 - Tick the declaration box and click 'Submit'. Your User ID and Password show on the screen and also come by SMS to your registered mobile number. Note them down.
Log in and final submit the application
STEP 1 - On the portal, click 'Registered Applicant Login' and sign in with the User ID and Password you got after registration.
STEP 2 - Open the 'Edit Application' tab if you need to correct or update anything you filled during registration.
STEP 3 - Open the 'Score Card' tab, fill in the score details, upload the documents it asks for and click 'Submit' to save.
STEP 4 - Go to the 'Upload Documents' tab and upload every mandatory document listed there. Each file must be under 1 MB, so compress scans before uploading.
STEP 5 - Open the 'Final Submission' tab, check all details and documents once more, and click 'Final Submit'. Your application then goes to the implementing agency you chose.
Track status, EDP training and complaints
Same applicant login has four more menus. 'Current Status' shows where your application stands. 'EDP Training' is where you add your Entrepreneurship Development Programme training details and click Save; the training itself can be done online at training.kvic.gov.in. 'Grievances' lets you raise a query about the implementing agency, financing bank, a technical problem or anything else. Click 'Add New', pick the subject, type your comment and save. 'Signboard Upload' is for the photo of your unit's signboard once it is up.
Can't apply online? Download the offline form from the portal (English, Hindi and 19 other languages) and submit it at the nearest implementing agency office. A user manual and video tutorial sit under the 'How to Apply' menu.

PMEGP second loan to upgrade existing PMEGP / REGP / MUDRA units
Existing PMEGP, REGP and MUDRA units can take a second loan to upgrade or expand. Project cost can go up to ₹1 crore for manufacturing and ₹25 lakh for service units, with 15% to 20% subsidy.
To qualify, margin money on the first loan must already be adjusted, that loan must have been repaid on time, and the unit must have made a profit in each of the last three years. Udyam registration is required. You can take the second loan from the same bank or any other bank willing to lend.
Second loan applications are also filed on pmegp.msme.gov.in. Screenshots of the second loan link and form from the older KVIC portal are kept below for reference.

PMEGP eligibility criteria 2026
Any person above 18 years can apply for a new unit. There is no income limit and no upper age limit. Other conditions are below.
- Applicants need at least class 8 pass for projects above ₹10 lakh in manufacturing or above ₹5 lakh in business and service.
- Only new projects set up after taking the PMEGP loan qualify. Expansion or modernisation of a running business does not.
- Units already set up under PMRY, REGP or any other central or state scheme, and units that have taken a government subsidy before, cannot apply.
- Only one person per family can get PMEGP help for a new unit. Family means you, your spouse and unmarried children.
- Project must include capital expenditure. Land cost is not counted, but a ready-built shed or a rented or long-lease workshed can be counted for up to 3 years.
- New units must register on the Udyam portal before physical verification and before the margin money is adjusted in the loan account.
- Self help groups (including BPL SHGs that have not taken benefit under another scheme), societies registered under the Societies Registration Act 1860, production co-operative societies and charitable trusts are also eligible.
Trading units such as sales outlets are allowed only in the North East, Left Wing Extremism (LWE) affected districts and Andaman and Nicobar Islands. Anywhere in India, outlets selling Khadi or village industry products from KVIC-certified institutions or goods made by PMEGP units and SFURTI clusters are allowed, as are retail outlets backed by a manufacturing or service unit. Such trading projects can cost up to ₹20 lakh and can take at most 10% of a state's yearly allocation.
Cabs, vans, boats and shikaras for tourists or the public are allowed too. Transport projects are capped at 10% except in the North East, hilly regions, LWE districts and a few UTs like Goa, Puducherry, J&K and Lakshadweep.
PMEGP subsidy amount and benefits
Subsidy depends on your category and whether the unit is in a rural or urban area. You put in 5% to 10% of the project cost yourself and the bank lends the rest.
| Category | Subsidy for Urban Area Beneficiary | Subsidy for Rural Area Beneficiary | Own Contribution |
|---|---|---|---|
| General Category | 15% of Total Project Cost | 25% of Total Project Cost | 10% of Total Project Cost |
| Special Category including SC / ST / OBC / Minorities / Women, Physically Handicapped, Ex-Servicemen, Transgender, Aspirational Districts, NER, Hill and Border areas etc. | 25% of Total Project Cost | 35% of Total Project Cost | 5% of Total Project Cost |
Per capita investment cannot cross ₹1 lakh in plain areas and ₹1.5 lakh in hilly areas. Working capital can be at most 40% of project cost for manufacturing units and 60% for service and trading units. Collateral-free loan cover up to ₹10 lakh is available under CGTMSE, and you can opt for it in the application form.
About Prime Minister Employment Generation Programme
PMEGP started in 2008-09 by merging Prime Minister Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP). It aims to create self-employment for traditional artisans and unemployed youth in villages and towns, so rural youth don't have to move to cities for work. Cabinet approved it for the 15th Finance Commission cycle, 2021-22 to 2025-26, with an outlay of ₹13,554.42 crore, and the portal is taking applications in 2026-27 too.
Government figures released on 3 October 2026 show about 8.12 lakh micro entrepreneurs have got ₹24,398.61 crore in margin money subsidy since 2014-15, creating jobs for about 73.08 lakh people. In the 15th Finance Commission cycle alone, more than 4 lakh units came up with jobs for over 36 lakh people. About 80% of units are in rural areas and about half are owned by SC, ST and women entrepreneurs.
