About Mukhyamantri Laghu Udyog Protsahan Yojana in Rajasthan
Rajasthan MLUPY scheme aims to provide subsidized loans through banks to help set up enterprises in the state and to create new employment opportunities for all sections of society. The scheme was launched on 17 December 2019 by the Industries, Commerce and CSR Department of Rajasthan.
The scheme covers micro, small and medium enterprises (MSME) in the state. Individual applicants as well as institutional applicants such as self-help groups, societies, partnership firms, LLP firms and companies can apply. The enterprise must be set up within Rajasthan.

MLUPY Loans through Financial Institutions
Under the Mukhyamantri Laghu Udyog Protsahan Yojana, loans are provided through financial institutions like:-
- Nationalized commercial banks
- Private sector scheduled commercial banks
- Scheduled small finance banks
- Regional rural banks
- Rajasthan Financial Corporation
- SIDBI
The MLUPY loans are given through these financial institutions for manufacturing, service and business enterprises.

Applicants of Mukhyamantri Laghu Udyog Protsahan Yojana
Under the Mukhyamantri Laghu Udyog Protsahan Yojana, individual applicants as well as institutional applicants (self-help groups, societies, partnership firms, LLP firms and companies) are eligible. The enterprise must be set up in Rajasthan. The minimum age of an individual applicant is 18 years.
Applicants are not eligible if any family member (spouse and minor children) has taken a capital or interest subsidy from any central or state scheme in the last five years, or is a defaulter with any bank or financial institution.
Loan Amount under CM Laghu Udyog Protsahan Yojana
Under the CM Laghu Udyog Protsahan Yojana, a loan up to ₹10 crore is available. The maximum loan limit for business is ₹1 crore. The loan can be a composite loan, term loan or working capital (including CC limit). As per RBI guidelines, collateral security is not needed on loans up to ₹10 lakh.
Interest Subsidy under Mukhyamantri Laghu Udyog Protsahan Yojana
The interest subsidy is given to beneficiaries on the loan provided by banks. It is payable for five years as follows:-

There is also a special sub-scheme for artisans and weavers. Artisans and handicraft workers can get a loan up to ₹3 lakh with 100% interest subsidy, while weavers can get a loan up to ₹1 lakh with 100% interest subsidy. This makes these loans fully interest-free. The loan repayment period is 60 months (20 quarterly installments).

Under the Mukhyamantri Laghu Udyog Protsahan Yojana, applications have to be submitted online. The MLUPY apply online process follows the guidelines prescribed for the implementation of the CM Laghu Udyog Protsahan Yojana.
SSO ID Login / Registration for MLUPY Scheme
The complete process to make SSO registration or login for a new account as the "Single Sign On Identity" is as follows:-
STEP 1 - First visit the official "Single Sign On Web Portal" at sso.rajasthan.gov.in.
STEP 2 - The homepage asks you to enter your "Digital Identity (SSO ID / Username)" and "Password". Existing users can enter their details and click the "Login" button as shown in the figure:-

STEP 3 - New candidates have to register for an SSO Identity. For this, they have to click the "Registration" button. First time users can directly click the link given here to register for the Single Sign On Digital Identity - https://sso.rajasthan.gov.in/register.
STEP 4 - The SSO ID Registration page opens with three sections namely Citizen, Udyog and Govt. Employee. The registration process for each of them is given in the sections below.
SSO ID Registration for Citizens
The "Digital Identity Registration Form for Citizens" appears as follows:-

Here candidates can enter their Jan Aadhaar ID, Aadhaar ID (UID), Facebook, Google and Twitter ID to register for the Single Sign On Identity. After completing registration, applicants can log in using the provided username and password.
SSO ID Registration for Udyog
The "Digital Identity Registration Form for Udyog" appears as follows:-

Citizens can enter the Udyog Aadhaar Number (UAN) and Business Register Number (BRN) for registration. After completing the Udyog registration, applicants can log in using the provided username and password.
SSO ID Registration for Govt. Employees
The "Digital Identity Registration Form for Govt. Employees (SIPF Users)" appears as follows:-

Here SIPF users can enter their SIPF number to complete the SSO ID online registration process. After registration, all government employees can access the SIPF portal and make the SIPF SSO login.
Following the steps above, all citizens can create their SSO account online. In case a citizen forgets their Single Sign On Identity (SSO ID) username or password, they can use the "Forgot Digital Identity" option on the login page. After SSO ID registration through any of the methods described here, you can log in.

STEP 4 - Applicants can enter all the details accurately in the Mukhyamantri Laghu Udyog Protsahan Yojana online application form and then submit it.
Instructions for Filling the MLUPY Registration Form
Follow these instructions while filling the MLUPY application form:-
- Fill the application yourself. A CA or expert is not required for a normal application.
- Avoid taking help from any middleman. The Industries Department has authorized e-Mitra only for filling the application, and it has no role or right in getting the application approved. Avoid any such assurance from them. If e-Mitra asks for more than ₹30 for the application, complain about it.
- Special camps are held every Wednesday at the District Industries Center to help fill applications. You can visit these camps to understand the process.
- The whole application process is online. Before filling the application, first fill it on a paper form. This makes it easier to fill the application on e-mitra.
- Fill all the information correctly in the application. This also helps in running the enterprise.
- Even after the recommendation by the Industries Department, the final approval of the loan is given by the bank. So keep coordination with the concerned bank as well.
- Banks and the Industries Department give priority to good projects. If you invest your own capital in land, building or other resources, the project gets approved more easily.
- For pre-established industries and service units, it is good to get an Udyog Aadhaar before applying for expansion, diversification or modernization.
- Attach or upload the related documents with the application for your own confirmation.
- After filling the application, you do not need to visit in person until you are called with a notice. Applications for loans below ₹10 lakh are checked and decided at the office level itself.
- Even after the loan is released, you have to update the progress on the website or app for follow up.
- You will get SMS updates at different stages after applying. So update your mobile number if it changes.
- Share your success on the Industries department portal and social media so that banks and other industries see it as your achievement and connect you with more support. This helps you grow your market and become a source of inspiration for others.
- If you do not get a loan for the enterprise, do not lose hope. Make a better project plan and try again. A loan is not everything for an enterprise. You can also join with people of similar interests and start the enterprise with their support. Once the enterprise runs at a certain level, the bank also approves the loan more easily.
- Report any unfair demand or other complaint at any stage of the application process on the 181 portal or helpline.
Loan applications up to ₹10 lakh can be forwarded directly to the banks without any interview. Loans above ₹10 lakh are forwarded to the bank after being checked by the District Level Task Force Committee.
