Assam Aamaar Aalohi Scheme taps tourism prospects in rural and semi-urban areas of the state. The scheme is expected to create thousands of job and earning opportunities. It provides comfortable homestay facilities and services along with accommodation to tourists visiting rural and semi-urban tourist destinations.

Assam Tourism Development Corporation invites two types of applications under the scheme:

• New Homestays (subsidised projects): Families can apply for financial support to set up a new rural homestay unit.
• Existing Homestays: Existing units can apply for official registration under Assam Tourism.

Selection of units and beneficiaries depends on the suitability of the houses and their premises. Location is one of the most important criteria. The houses should not only be from a rural or non-urban area, they should be close to important tourist spots. Selection Process under Amar Alohi Scheme (Home Stay)

The selection process covers registration of existing homestay units and selection of beneficiaries for providing subsidy or margin money support to set up new homestay units.

Selection Process for Registration of Existing Home Stay Units

The selection process for registration of existing homestay units depends on the following:

Step 1 - Applicants submit the prescribed application form along with the required documents within the time mentioned in the advertisement.

Step 2 - On the basis of the application, the Standard and Quality Assurance Committee inspects the property and recommends suitable applicants by submitting an Inspection Report before the Selection Committee.

Step 3 - The Selection Committee examines the Application Form and the Inspection Report. On that basis, applicants are shortlisted for the training programme organized by ATDC Ltd.

Step 4 - On the basis of performance in the training programme on hospitality, housekeeping services and management skills to run homestay units, the Selection Committee finally selects the suitable homestays for registration under the scheme.

Beneficiary Selection Process for Subsidy / Margin Money Support to Set Up New Home Stay Unit

The selection process of beneficiaries for providing subsidy or margin money support to set up a new homestay unit is as follows:

Step 1 - Assam Tourism Development Corporation Ltd issues an open advertisement inviting offers from interested individual families. They apply in the prescribed application forms. These applications along with the submitted documents are examined for shortlisting. If needed, applicants are called for discussion before shortlisting. The applicants should have the following:

• The applicant should have a minimum educational qualification of 12th standard pass.
• The age of the applicant should not be less than 26 years and not more than 55 years.

Step 2 - The Standard & Quality Assurance Committee inspects the premises and locations of the shortlisted proposals. It further shortlists applications for the training programme organized by ATDC Ltd on hospitality, housekeeping services and management skills to run homestays.

Step 3 - After the training programme, the Selection Committee selects the suitable beneficiaries on the basis of the report of the Standard & Quality Assurance Committee and their performance in the training programme. This is for providing subsidy or margin money support to set up a new rural homestay unit.

Apart from the above, the applicant also needs to take clearance from district or sub-divisional authorities on credential and other relevant issues including status of land. This is needed for registration of an existing homestay unit or setting up of the proposed homestay unit. A Police Verification Certificate also has to be obtained for selection.

Incentives for Existing Homestay Units

Existing homestay units get the following incentives under the Aamaar Aalohi scheme:

• Recognition through online registration as an authorized tourist establishment registered under Assam Tourism.
• Professional advice for improvements of homestays and guest services by experts in the respective fields.
• Free training on homestay and hospitality services, basic accounts, attitude building, marketing and more.
• Free publicity and marketing opportunities through official websites of Assam Tourism.
• Listing in the accommodation guide and homestay directory published by Assam Tourism.
• Free of charge listing in the periodically printed brochures and advertisements.
• Free marketing opportunities via national and international information counters, travel fairs, tourist directories, guidebooks and social media networks.
• Allow eligible homestay units to display the Assam Tourism homestay logo as a registered establishment.
• Familiarization trips (FAM trips) for homestay operators to famous homestay organizations or tourism entities promoting rural, cultural and nature tourism.
• Encourage local communities to adopt organic farming techniques.

Incentives for Newly Set Up Homestay Units

Newly set up homestay units are entitled to the following incentives or financial support under the scheme, along with the incentives for existing homestay units mentioned above:

(a) Limit of subsidy for the type of construction:

• Assam type cottage (type 1): Support of 80% of the project cost.
• Stilted Assam type cottage (type 2): Support of 80% of the project cost.

(b) The remaining fund (20% of project cost) has to be arranged from a bank or other sources by the beneficiaries.

(c) The Govt. of Assam or ATDC Ltd shall not provide any guarantee for the loan components. They shall not be liable for any financial liability of the beneficiaries in any manner under this scheme at any point of time to any party for any reason.

Release of Financial Support and Time Limit for Completion

The State Govt. support of 80% is released in the following phases:

• 20% of the support is released immediately after selection, approval and registration of the units, and on production of documentary proof of arrangement of the remaining fund for the project apart from the subsidy or margin money support.
• The second instalment of 50% is released after spot verification by authorized officials. This is done when construction to a reasonable extent has been completed with the first instalment and the beneficiary's own contribution of 20% of the project.
• Final instalment of 30% is released after completion of the civil works and when the unit is ready for commissioning.
• The time limit for completion of the units is 6 months from the date of release of the 1st instalment.

Only selected new homestays can avail subsidy from the Tourism Department, Govt. of Assam to build the home of an amount of about Rs. 6 lakh (Assam type) and about Rs. 8 lakh (stilted Assam type). Assam Tourism Development Corporation invites applications regularly. All types of applied homestays are selected after scrutiny and personal inspection under a Selection Committee of the Tourism Department.
