Swachhta Udyami Yojana is a central government scheme run by the National Safai Karamcharis Finance and Development Corporation (NSKFDC) under the Ministry of Social Justice and Empowerment. The scheme was launched on 2nd October 2014 on the birth anniversary of Mahatma Gandhi.
Swachhta Udyami Yojana (SUY)
Swachhta Udyami Yojana has twin objectives of cleanliness and providing livelihood to Safai Karamcharis and liberated Manual Scavengers. The scheme is part of the Swachh Bharat Abhiyan started by the Prime Minister. NSKFDC provides financial support in the form of loans to the target groups through its channelising agencies.
NSKFDC also provides direct support to Urban Local Bodies (ULBs) for purchase of sanitation related equipment. In addition, capital subsidy is provided under the Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) for procurement of sanitation related equipment and vehicles.
The loan provided by NSKFDC covers 90% of the project cost and the remaining 10% is covered by the State government or the beneficiary. The scheme continues to be implemented by NSKFDC and remains open for eligible people working in the sanitation sector.
Benefits and Financial Support
Under the scheme, financial support is given for two main activities. The first is construction, operation and maintenance of pay and use community toilets in PPP mode. The second is procurement and operation of sanitation related vehicles.
- For pay and use community toilets, a loan of up to rupees 25 lakh is available for setting up a unit of 10 seated toilets, with a repayment period of up to ten years.
- For sanitation related vehicles, a loan of up to rupees 15 lakh is available with a repayment period of up to ten years.
- The interest rate is 4% per annum. NSKFDC gives a 1% rebate for women beneficiaries and a 0.5% rebate for timely repayment.
NSKFDC also provides a maximum subsidy of rupees 3.25 lakh under the Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS). The subsidy is for manual scavengers identified under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013. Skill training and a stipend are also provided to the beneficiaries.

Eligibility
For pay and use community toilets in PPP mode, individual beneficiaries, families and self help groups can apply in collaboration with a local organisation. For sanitation related vehicles, a company that can provide the required financial support and infrastructure for the target group of manual scavengers or Safai Karamcharis is eligible.
How to Apply
STEP 1 - Check whether the project proposal meets the required criteria for the scheme.
STEP 2 - Submit the application letter and project proposal at the district office of the State Channelising Agency (SCA), NSKFDC, Regional Rural Bank (RRB) or a nationalised bank.
STEP 3 - The SCA or bank forwards the application to the head office and sends the appraised project proposal to NSKFDC after checking the viability of the project.
STEP 4 - The Project Appraisal Committee of NSKFDC analyses the proposal and sends it to the Board of Directors for approval.
STEP 5 - After approval, the beneficiary signs the loan agreement and NSKFDC releases the funds through the SCA or bank as per the lending rules.
