Madhya Pradesh Energy Department runs Mukhyamantri Bijli Bill Bakaya Maaf Samadhan Scheme to clear old electricity bill dues of registered workers, construction workers and BPL families. Under it, the full surcharge and the whole principal due were written off, with 50% borne by the three power distribution companies and the remaining 50% paid by the state government as subsidy.

Notice for readers: Scheme has been closed or it was a one time scheme which has been closed by the government. Dues were waived only as on the date the scheme was rolled out, and no fresh registration window is open now. For pending bills today, Madhya Pradesh runs a separate surcharge waiver called Samadhan Yojana, details of which are given below.

Mukhyamantri Bijli Bill Bakaya Maaf Samadhan Scheme Details

Scheme was brought in by Energy Department, Government of Madhya Pradesh for families who had stopped paying power bills because the amount had grown far beyond their reach. Once the waiver was applied, the consumer had to pay nothing out of the old due, and the connection stayed on with regular billing from that date.

Cover was linked to worker registration. Anyone registered under Mukhyamantri Jankalyan (Sambal) Yojana, along with construction workers and BPL card holders, got the benefit through the records already held by the distribution company. There was no separate form to fill and no fee to pay.

Money side was split. Full surcharge plus half the principal was absorbed by the discom, and the other half of the principal came from the state budget as a subsidy paid straight to the company. Around ₹6,000 crore of old dues were written off across the state through this route, which is why the same waiver is not being repeated every year.

Who Was Covered

Eligibility was checked from existing records, not from a fresh survey. A short list of who qualified is given below.

  • Workers registered under Mukhyamantri Mazdoor Kalyan (Sambal) Yojana, whose registration was live with the labour department at the time of the waiver.
  • Construction workers registered with the building and other construction workers welfare board of Madhya Pradesh.
  • BPL category power consumers with a domestic connection in their own name and yearly family income up to ₹1 lakh.

Samadhan Yojana - The Waiver Running After This Scheme

For consumers with dues piled up now, Madhya Pradesh has been running Samadhan Yojana, a surcharge settlement offer handled by the three discoms. In the first phase of Samadhan Yojana 2025-26, more than 17.15 lakh consumers registered, ₹852.76 crore of principal was collected and ₹350.67 crore of surcharge was written off.

Second phase of that offer ran from 1 February 2026 to 28 February 2026 and gave 70% to 90% surcharge waiver on one-time payment, and 50% to 60% waiver when paying in instalments. That date has passed. Any new phase has to be notified by the Energy Department, so check with your discom before paying anything on the promise of a waiver.

How the Benefit Reached Consumers

Nothing had to be applied for online. Steps followed by the department are given below so you can see how your bill was adjusted.

STEP 1 - Distribution company pulled out the list of connections held by Sambal registered workers, construction workers and BPL consumers from its billing software, matched against labour department and BPL records.

STEP 2 - Surcharge sitting on those connections was cancelled in full, and the principal due as on the cut-off date was split into two halves in the accounts of the company.

STEP 3 - Half the principal was written off by the discom itself and the other half was claimed from the state government as subsidy, so the consumer's bill showed a zero old balance.

STEP 4 - Adjusted bill was handed over in the next billing cycle. Consumers who did not see the change had to visit the nearest distribution centre with the old bill and Sambal or BPL card and get the record corrected.

Documents Kept Ready

Since the waiver was record based, only proof of identity and category was needed at the counter in case of a mismatch.

  • Sambal card or worker registration number issued under Mukhyamantri Jankalyan (Sambal) Yojana.
  • BPL ration card or the construction worker registration card, whichever applies to the family.
  • Latest electricity bill showing the consumer number, plus Aadhaar and the mobile number linked with the connection.

Where to Check Your Bill and Dues

Each region of Madhya Pradesh has its own distribution company, and the bill status is shown on that company's portal. East region consumers can check on MPPKVVCL Jabalpur, central region consumers on MPMKVVCL Bhopal and west region consumers on MPPKVVCL Indore. Payment can also be done through MP Online kiosks and common service centres.

Complaints about wrong billing, a waiver not applied or a disconnected meter go to the toll free number 1912. Scheme related grievances can also be filed on CM Helpline, and the Sambal registration status can be seen on the labour department portal.
