Development of Manures and Fertilizers: Assistance for Construction-Installation of Biogas Plants is a Goa state scheme run by the Directorate of Agriculture. It helps farmers turn livestock waste into clean biogas with a 90% subsidy on the standard cost of building and installing a biogas unit. The scheme was notified in the official gazette on 29 August 2025, and the department plans to install nearly 200 biogas plants across the state during 2026.

Subsidy support covers excavation, transportation and GST charges for both prefabricated and constructed plants. New prefabricated units come with a 25-year warranty, and the approved amount is transferred directly to the farmer's bank account through the Electronic Clearance System (ECS).

Farmers and agriculture institutions in Goa can apply through their local Zonal Agriculture Officer. The size of the plant depends on the number of cattle owned, and a farmer can get support for up to 3 units in a lifetime.

2026 Update

The Directorate of Agriculture plans to install nearly 200 biogas plants across Goa during 2026 as part of an expanded renewable energy effort. Prefabricated technology-driven units are now being promoted because they are easier to install and reduce the chances of leakage, and they come with a 25-year warranty.

Promoters involved in installations also get an incentive. Agriculture assistants, field assistants and Krishi Mitras promoting constructed biogas plants receive ₹1,500 per unit. For a national-level biogas push, farmers can also check the GOBARdhan Scheme on this website.

Benefits

The scheme provides a 90% subsidy on the standard cost of constructing and installing biogas plants. This support covers excavation, transportation and GST costs so that the process stays affordable for farmers.

Plant Model Standard Cost Subsidy Amount
1 cu. m³ (Pre-fab) ₹31,000 ₹27,900
2 cu. m³ (Pre-fab) ₹54,140 ₹48,726
3 cu. m³ (Pre-fab) ₹79,480 ₹71,532
4 cu. m³ (Pre-fab) ₹1,25,000 ₹1,12,500
2 cu. m³ (Constructed) ₹46,220 ₹41,598
3 cu. m³ (Constructed) ₹52,070 ₹46,863
4 cu. m³ (Constructed) ₹57,820 ₹52,038

The size of the plant should match the number of cattle owned. For example, if a farmer owns 2 cattle producing 30-40 kg of dung daily, they are eligible for a 2 cu. m³ plant. Also, 20% repair support is available after 6 years of operation, and a farmer can receive this for up to 3 units in a lifetime.

Eligibility

Farmers in Goa who hold a valid Krishi Card and a Soil Health Card not older than two years can apply. Institutions and private limited companies involved in agricultural activities can also get the benefit if they possess a valid Krishi Card.

For biogas plants, there is no minimum land area requirement. Other components of the parent scheme may need a minimum holding of 0.1 hectare. The government may relax conditions in genuine cases with approval from the Finance Department.
