Ashraya Adhar Scheme is a loan scheme of Goa State Scheduled Tribes Finance and Development Corporation Limited under the Department of Tribal Welfare, Government of Goa. Many ST families want to repair, renovate or rebuild their houses but cannot afford bank loans because of higher interest rates. This scheme gives them an affordable loan option.

The main aim of the scheme is to provide financial support in the form of a loan for repair, renovation or reconstruction of a house. Under this scheme, up to ₹5,00,000 is advanced as a loan at 2% per annum.

Eligibility Criteria for Goa Ashraya Adhar Scheme

Any person belonging to the Scheduled Tribe community and having a house (including a mundcarial house) owned individually or jointly is eligible for financial support under this scheme. If the house is owned jointly and different family units live separately in the same house, each unit can apply separately.

Age of the applicant should not be more than 55 years on the date of the loan application. The age limit is relaxed up to 58 years for employees of State or Central Government, Government Corporation, Board or aided institute.

Application Procedure

Applications for Goa Ashraya Adhar Scheme are accepted offline through the prescribed loan application form. The form must be filled completely and submitted with two passport size photographs and all required documents.

STEP 1 - Collect the prescribed loan application form from Goa State Scheduled Tribes Finance and Development Corporation Limited and fill it completely in all respects.

STEP 2 - Attach two passport size photographs and all required documents with the application form.

STEP 3 - Submit the application form to the Corporation. The form is accepted only after proper scrutiny of the documents.

STEP 4 - After scrutiny, the list of eligible applicants is prepared and physical verification or inspection of the house is carried out by an officer of the Corporation.

STEP 5 - The application form along with documents and inspection report is placed before the sanctioning authority for appraisal and approval.

Mode of Advance

The loan amount is released in two installments after submission of all required documents. The first installment is released immediately after approval and the second installment is released after the first amount is used for the work.

  • ₹3,75,000 is released immediately after approval of the loan.
  • ₹1,25,000 is released on use of the first installment. The loanee must start the actual work within 3 months from the date the approved amount is released. The 2nd installment is released on submission of use bills and after physical verification or inspection by the officer of the Corporation.

Insurance

The beneficiary is insured for life and property with the insurance agency identified by the Corporation. The premium of such policies is borne by the loanee, unless decided otherwise by the Corporation.

Repayment of Loan

The loan is repaid in easy monthly installments over a period of 10 years. The repayment rules are given below.

  • The loan is repaid in 120 equated monthly installments within a period of 10 years with a moratorium period of three months. If the applicant is above 50 years of age, the repayment period is re-fixed till the attainment of 60 years of age. For employees of State or Central Government, Government Corporation, Board or aided institute, the repayment period is re-fixed till the retirement age with an additional six months from the date of retirement.
  • The first installment of repayment starts after the moratorium period of three months. Interest is charged during the moratorium period. A loanee who wants to repay the loan immediately after the payment of the 1st installment can do so.
  • In case of default in repayment of any installment, an interest of 2% is charged on the overdue installment amount. No penal interest is charged during the moratorium period.
  • If the beneficiary wants to borrow a loan from any other financial institution for reconstruction of the house during the loan repayment period, the balance amount due to the Corporation is repaid in one lump sum and no due certificate is issued to the beneficiary to get a loan from the other institution.
  • If the loan is not repaid as per the schedule of the scheme, it is recovered as arrears under Goa Daman and Diu Land Revenue Code.

Requirements

The applicant has to submit the following documents along with the application form.

  1. Scheduled Tribe Certificate (self attested).
  2. Age proof of applicant (Birth Certificate / School Leaving Certificate / Driving License) (self attested).
  3. Self Affidavit on ₹50 stamp paper duly notarized.
  4. Copy of latest house tax receipt (original or self attested).
  5. NOC from Co-owner (if any) on ₹50 stamp paper duly notarized.
  6. Income proof of the applicant, that is salary certificate, last 3 months pay slips along with Form 16 or last 6 months bank statement. If the applicant is self employed, last 3 years ITR along with last 6 months bank statement or income declaration cum affidavit on ₹50 stamp paper duly notarized is required.
  7. Two sureties with one passport photo of each surety, latest salary certificate or last 3 months payslips along with last 6 months bank statement or Form 16, affidavit of surety on ₹50 stamp paper duly notarized and ID proof of surety. If the applicant produces one surety working in a Government Department, Corporation, Board or aided institute, the 2nd surety is not required. Employees of State or Central Government, Government Corporation, Board or aided institute do not need any surety.
  8. Estimated cost of repair, renovation or reconstruction of house (as per format).
  9. Photos of the house to be repaired, renovated or reconstructed.
  10. Aadhar Card copy of applicant (self attested).
  11. Two passport size photos of applicant.
  12. Bank Mandate Form.

Sanctioning Authority

The Chairman of the Corporation along with any two of the Directors approves the applications for loan under Ashraya Adhar Scheme. Thereafter, the Managing Director of the Corporation approves the loan.

Evaluation

The scheme is run by Goa State Scheduled Tribes Finance and Development Corporation Limited for five years from the date of issue. If required, the scheme may be suitably modified to meet new challenges or requirements so as to achieve the set objective.

Removal of Difficulties

The Board of Directors of Goa State Scheduled Tribes Finance and Development Corporation Limited is empowered to remove any difficulties arising out of implementation of the scheme.

Interpretation

Regarding any doubt, the matter is referred to the Government.

Miscellaneous

(a) If any information or documents furnished or submitted by the applicant to get benefits under the scheme is found to be incorrect or fraudulent, the person is liable for criminal breach of trust.

(b) The fund advanced under this scheme cannot be used for any other purpose except renovation, repair or reconstruction of the existing house.

Other Conditions

(a) On approval, the beneficiary is required to file an agreement in the prescribed form of the Corporation.

(b) The applicant should not violate any provision of the existing rules or regulations of the State.
