मी श्रीमती माया दत्तात्रय ढुमे.वय ६८ वर्षे,रा.स्टेशन रोड वणी. जिल्हा यवतमाळ.हल्ली मुक्काम ८ चिंतामणी अपार्टमेंट्स,फ्लॅट न.बी-३ तळ मजला प्रसाद नगर जयताला रोड नागपूर ३६ महाराष्ट्र. माझे वडील श्री.गजानन उर्फ बाबुराव कोंडबाजी भाके.रा.वणी.हे स्वातंत्र सैनिक होते.व मी त्यांची एकमेव वारसदार आहे.त्यांच्या पत्नी श्रीमती शकुंतला गजानन भाके माझी आई होती.व मी तिची एकमेव वारसदार आहे ती दिनांक ६-ऑगस्ट-१९९८ साली मृत्यू पावली सरकारी आदेशानुसार सन १९७२ पासून स्वातंत्र सैनिकांना पेन्शन व इतर सुविधा (जसे शेत जमीन,सरकारी नौकरी प्लॉट) केंद्र सरकारतर्फे सुरु करण्यात आलेली माझ्या आईची २६ वर्षाची पेंशन व इतर काहीही आजपावेतो मिळालेली नाही. आज पर्यंत कितीतरी प्रकारचे पत्र व्यवहार व कितीदा सरकारी कार्यालयाच्या खेटा खाऊन झाल्या पण एकाही अधिकाऱ्याने/ नेत्याने आपले कर्तव्य बजावून सदर प्रकरणात पत्रव्यवहार शिवाय काहीही केलेले नाही आणि अजूनही सदर पेंशन व इतर कोणतीही प्रकारचा मोबदला दिलेली नाही. म्हणजे आपले शासकीय अधिकारी व नेतेगण किती निष्ठेने काम करतात याचे हे उत्तुंग उदाहरण आहे.आज माझे वय हे ६८ वर्षे असून मला ४ अपत्ये आहेत पण एकालाही कोणत्याही प्रकारची नौकरी नाही त्यामुळे आज मला जगण्यासाठी सुद्धा संघर्ष करावा लागत आहे.देशाच्या स्वतान्त्रासाठी ११ महिने जेल मध्ये घालवून सुद्धा आजही आमची परिस्तिथी कशी आहे या बाबत शासनाने किंवा कोणीही काहीही केलेले नाही १९७२ पासून नियमानुसार मी सर्वे प्रकारचे अर्ज व संबंधित कागदपत्रे ऍफिडेव्हिट सबोत एकदा सोडून कमीत कमी ५० दा शासनाकडे पाठवले.पण तरीही ५० वर्षे होऊनही आजही मला पेंशन व इतर सुविधानसाठी चकरा माराव्या लागत आहे.संलग्न डिपार्टमेंट मधून कितीतरी प्रकारचा फक्त पत्रव्यवहार झाला पण त्यापुढे काहीच नाही.राष्ट्रपती,पंतप्रधान,होम मिनिस्टर,यांचे व यांच्या कार्यालयातून कितीतरी पत्र मला प्राप्त झाली पण अजूनही पेंशन व इतर कोणत्याही सुविधा मिळालेल्या नाही
तरी आपणास हि नम्र नतमस्तक होऊन शेवटची प्रार्थना कि मला माझ्या आईची जीवित होती तोपर्यंतची (२६ वर्षे ) पेंशन व इतर सुविधा देण्याची कृपा करावी हि विनंती

Similarly if an Insurance decides to keep away some Insurance surveyors, It can easily do so by spoiling his reputation like spreading a knowledge that so and so Surveyors is not good in preparing report or has poor knowledge etc, etc.
I had such experience when I landed in Ahmadabad from Calcutta. I started my carrier as surveyor in Calcutta in the year 2006-2007, Getting my license in April, 2006. in Non-Motor Survey. previously I was with Syndicate Bank from where I took VRS and marged with Canra bank. I took VRS in the year 2000 and and came back to Kolkata.
Hear I came to know about Insurance Survey and became a surveyor since April,2006. My son shifted to Ahmadabad as He got Admission in Pandit Deen Dayal University and immediately after passing from College, Got a job and now settled in Ahmadabad., Myself and my wife shifted to Ahmadabad by selling our property in Calcutta in the year 2017 Mid. We have purchased a flat hear and settled hear. But the Problem is reluctance of the general Insurance Companies to accept me although I am impaneled with almost all the General Insurance Companies including New India Assurance.
But from the Body Language of lower level officers, specially in New India Assurance Regional Office, It appears a false narrative has been spread. My bitter experience was during the Cyclone, 2021 happened in the month of June,2021. Local some Gujarati Surveyors were allowed on average 150 to 200 jobs each. Non- Gujarati surveyors allotted zero. imagine a surveyor whose carrier as Surveyor is blemish less is kept out of all survey work. But I am not keeping idle. during this 3 years, shortly I will become IBBI Registered Valuer for Plant & Machinery. .
Regarding Cyclone in Gujarat & Maharashtra in june,2021 following things happened:-There are 100 surveyors in the roaster of each Public sector Insurance Companies. But only on average only 15% ( selected with whom the Claim officers has confidence) is utilized. So calculate the scam . On average assume the survey fees Rs.30000 per claim . So the total fees comes 30000 X 200 = Rs.6000000. Add to that money received from salvage buyers for assessing ( Under- valuing it) Rs. 100000/-.x200=20000000 Here the game starts . Out of this ofer made by the salvage buyers, intentionally the real value is suppressed and a new value is arrived. This will be under- value. Insurance is such that once the claim is lodged, the claim property comes under the control of the Insurance company. Here the surveyor manipulates where the bounty is sharred with some company officially. Even the claim amount is also shared with the officials.
One more thing Public sector will never make profit due to this.

Similarly if an Insurance decides to keep away some Insurance surveyors, It can easily do so by spoiling his reputation like spreading a knowledge that so and so Surveyors is not good in preparing report or has poor knowledge etc, etc.
I had such experience when I landed in Ahmadabad from Calcutta. I started my carrier as surveyor in Calcutta in the year 2006-2007, Getting my license in April, 2006. in Non-Motor Survey. previously I was with Syndicate Bank from where I took VRS and marged with Canra bank. I took VRS in the year 2000 and and came back to Kolkata.
Hear I came to know about Insurance Survey and became a surveyor since April,2006. My son shifted to Ahmadabad as He got Admission in Pandit Deen Dayal University and immediately after passing from College, Got a job and now settled in Ahmadabad., Myself and my wife shifted to Ahmadabad by selling our property in Calcutta in the year 2017 Mid. We have purchased a flat hear and settled hear. But the Problem is reluctance of the general Insurance Companies to accept me although I am impaneled with almost all the General Insurance Companies including New India Assurance.
But from the Body Language of lower level officers, specially in New India Assurance Regional Office, It appears a false narrative has been spread. My bitter experience was during the Cyclone, 2021 happened in the month of June,2021. Local some Gujarati Surveyors were allowed on average 150 to 200 jobs each. Non- Gujarati surveyors allotted zero. imagine a surveyor whose carrier as Surveyor is blemish less is kept out of all survey work. But I am not keeping idle. during this 3 years, shortly I will become IBBI Registered Valuer for Plant & Machinery. .
Regarding Cyclone in Gujarat & Maharashtra in june,2021 following things happened:-There are 100 surveyors in the roaster of each Public sector Insurance Companies. But only on average only 15% ( selected with whom the Claim officers has confidence) is utilized. So calculate the scam . On average assume the survey fees Rs.30000 per claim . So the total fees comes 30000 X 200 = Rs.6000000. Add to that money received from salvage buyers for assessing ( Under- valuing it) Rs. 100000/-.x200= Here the game starts . Out of this ofer made by the salvage buyers, intentionally the real value is suppressed and a new value is arrived. This will be under- value. Insurance is such that once the claim is lodged, the claim property comes under the control of the Insurance company. Here the surveyor manipulates where the bounty is sharred with some company officially. Even the claim amount is also shared with the officials.
One more thing Public sector will never make profit due to this.

प्रति,1. माननीयखनिज मंत्री श्री बृजेन्द्र प्रताप सिंह म. प्र. शासन2. श्रीमानप्रमुख सचिव खनिज विभागभोपाल (म. प्र.)3. श्रीमानअनिरुद्ध मुखर्जी प्रमुख सचिव पर्यावरण विभागभोपाल (म. प्र.)4. श्रीमान लोकायुक्त महोदय, लोकायुक्त कार्यालय भोपाल (म. प्र.)5. श्रीमान ए.डी.जी.पी, EOW भोपाल (म. प्र.)6. श्रीमानखनिज निर्देशक, खनिज विभागभोपाल (म. प्र.) विषय: यह कि EIA अधिसूचना, माननीय NGT एवम् भारत सरकार के आदेशों तथा सिया (SIEAA) के द्वारा जारी किये गए EC के लिये, दिए गये दिशा निर्देशों का पालन न करते हुए, पर्यावरण नियमों का घोर उल्लंघन कर जिला-रीवा के खनिज अधिकारी रत्नेश दीक्षित के द्वारा ठेकेदारों के साथ मिलकर रीवा जिले में पदस्त रहते हुये, करोडो रुपये का भृष्टाचार कर तथा पद का दुरुपयोग करते हुए, पर्यावरण को नुकसान पहुंचाते हुये, करोड़ों रुपये की अवैध कमाईंकी गई है, जिसकी उच्च स्तरीय जाँच के आदेश जारी कर वैधानिक कार्यवाही करने बाबत । महोदय-उपरोक्त विषयान्तर्गत जैसा की आपको विदित है कि 500 मीटर परिधि क्षेत्र की NOC दिलवाने के फर्जीवाड़े का प्रत्यक्ष प्रमाण SEIAA की website पर applicationstatus पर इन case no. को देखने से स्पष्ट है, खनिज अधिकारी रत्नेश दीक्षित के द्वारा रीवा जिले में गिट्टी की खदानों को NOCस्वीकृति प्रदान करवाने के लिए भौतिक निरीक्षण उपरांत भी तय नियमों की अनदेखी कर अपने अधिकारियों को गुमराह करते हुये NOCस्वीकृति प्रदान कराई गई है, जिसमे कुछ खदानों के क्लस्टर इस प्रकार है। Cluster – ग्राम – हर्राहा, तहसील – मऊगंज, जिला-रीवा (एम.पी.)6190/19 1(a)- 4.0 hact.6212/19 1(a)- 1.821 hact.6272/19 1(a)- 1.350 hact6567/19 1(a)- 1.90 hact6623/19 1(a)- 1.894 hact6745/20 1(a)- 1.940 hact Total area 12.905 hact है। जिसमे EIA अधिसूचना 2006 एवं माननीय NGT नई दिल्ली तथा एम.पी सिया (SEIAA) भोपाल द्वारा जारी दिशा निर्देशों के अनुसार पर्यावरण स्वीकृति हेतु प्रस्तावित गौंण खनिज के उत्खनन के लिए स्पष्ट रूप से दिशा निर्देश दिए गये हैं, कि प्रस्तावित खदान के 500 मीटर परिधि क्षेत्र में यदि अन्य कोई खदान / खदाने कि स्वीकृति की गई हैं, जिनका कुल एरिया 5 हेक्टेयर से अधिक होता है तो आवेदक द्वारा परियोजना प्रतिवेदन EIA के अधिसूचना के B1 श्रेणी में आवदेन करेगा, जिसके अंतर्गत आवेदक को उस प्रस्तावित खदान को EIA प्रतिवेदन एवं जन सुनवाई कि जाना प्रावधानिक है, यदि इसके अतिरिक्त प्रस्तावित खदान के 500 मीटर में अन्य कोई खदाने स्वीकृत है, जिनका कुल क्षेत्रफल 5 हेक्टेयर से कम है तो आवेदक B2 श्रेणी में आवदेन करना होगा । किन्तु खनिज अधिकारी रत्नेश दीक्षित के द्वारा रीवा जिले में अपने चहेते ठेकेदारों को पर्यावरण स्वीकृति प्रदान होने के लिए NOC दी गई है।
उपरोक्त समस्त प्रकरणों मे B1 श्रेणी के तहत EIA अध्ययन एव जन सुनवाई करवानी थी, किन्तु खनिज अधिकारी रत्नेश दीक्षित के द्वारा रीवा जिले में अपनी मर्जी से ठेकेदारों के साथ मिलीभगत करके 500 मीटर परिधि क्षेत्र के फर्जी NOC जारी कर, दस्तावेज प्रस्तुत करके B2 श्रेणी में पर्यावरण स्वीकृति प्रदान करवाई गई है। जिसका प्रत्यक्ष प्रमाण यह है कि उपरोक्त प्रकरणों में खनिज विभाग द्वारा अनुमोदित किए गए माइनिंग प्लान के लोंगीटुडऔर लैटिटूड को गूगल अर्थ पर स्पष्ट रूप से देखा जा सकता है कि प्रत्येक खदानों के 500 मीटर परिधि क्षेत्र में स्वीकृत खदानएवं अन्य खदानों का कुल एरिया 5 हेक्टेयर से अधिक होने के कारण B1 श्रेणी में होना चाहिए था। जैसा की एम पी सिया (SEIAA) द्वारा जारी ज्ञापन क्रमांक 1866 दिनांक 27/12/2018तथा माननीय NGT (PB) नई दिल्ली के द्वारा प्रकरण क्रमांक 186/216 में जारी आदेश दिनांक 13/09/2018के परिपालन में दिया गया था,किन्तु यहाँ पर नियमों की अनदेखी कर EIA के अधिसूचना के नियमों का उल्लंघन किया गया है। यहाँ पर यह उल्लेखनीय आवश्यक है की मेरे द्वारा की गई शिकायत पर कुछ ही प्रकरण का उल्लेख किया गया है, किन्तु अगर खनिज अधिकारी रत्नेश दीक्षित के द्वारा रीवा जिले में करवाई गई समस्त पर्यावरण स्वीकृति पत्रों की नियमानुसार जाँच कराई जाये तो यह निश्चित रूप से पाया जायेगा कि आधे से ज्यादा प्रकरणों में रिश्वत तथा भ्रष्टाचार करके पर्यावरण स्वीकृति प्रदान करवाई गई है। अतःउक्त विषयांतर्गत प्रकरण में भ्रष्ट अधिकारी खनिज अधिकारी रत्नेश दीक्षित के द्वारा रीवा जिले कीउच्च स्तरीय जांच करा कर वैधानिक कार्यवाही करने का कष्ट करें।कृपयाइस विषय में की गई कार्यवाही से मुझे जनहित में अवगत करावें । भवदीय
