The Housing Department then constructs the dwelling units on land inside the tea gardens.
In Phase-I, construction of 1,171 single storied dwelling units was completed in December 2022. These units were built at 6 sites covering 4 tea gardens in Alipurduar and Jalpaiguri districts using state funds. The houses were inaugurated by the Chief Minister of West Bengal on 19 January 2023.
In Phase-II, construction of 2,851 single storied dwelling units was completed in phases between January and June 2025. These units were built at 11 sites covering 6 tea gardens in Alipurduar and Jalpaiguri districts. In this phase, each dwelling unit is also given land of about 360 sq. ft. next to the house for cattle rearing.

Chaa Sundari Extension Scheme 2024
In 2024, the West Bengal government launched the Chaa Sundari Extension Scheme to widen the housing support for tea garden workers. This scheme gives financial assistance for the construction of pucca houses of at least 25 sqm area to poor tea garden workers who own small parcels of land, have been allotted land under tea garden patta, or live in small or damaged dwelling units on tea garden land.
Under the extension scheme, financial assistance of Rs. 1.20 lakh per beneficiary is given from the state fund. The Panchayat and Rural Development Department runs this scheme as the main department, while the Housing Department provides the funds from its state budget. The first instalment of Rs. 60,000 is released as an advance. The second instalment of Rs. 40,000 is released once construction reaches the windowsill level. The third instalment of Rs. 20,000 is released after the house is fully built.
