West Bengal government is accepting WB Bina Mulya Samajik Suraksha Yojana 2026 online registration form at bmssy.wblabour.gov.in. Around 7.5 crore people in the state can get the benefits of social security schemes like State Assisted Scheme of Provident Fund, Welfare Schemes for Building and Other Construction Workers and Social Security Schemes for Transport workers. Bina Mulya Samajik Suraksha Yojana (BM-SSY) is a free social security scheme for unorganised workers in West Bengal. The state government pays the full contribution on behalf of every enrolled worker, so no one has to spend a single rupee from their pocket to stay covered. The scheme is still running and the official portal is open for fresh registration.

WB Bina Mulya Samajik Suraksha Yojana (BM-SSY) 2026

With the aim of bringing the different social security schemes under one roof and giving uniform benefits to all unorganised workers, Samajik Suraksha Yojana (SSY) 2017 was launched. It was the first scheme of its kind in the country. SSY covers every eligible unorganised worker as per the approved list of 46 unorganised industries and 15 self-employed occupations notified by the Labour Department, West Bengal government, along with construction and transport workers.

To help the enrolled workers further, the state government decided to waive off the worker contribution of Rs. 25 a month towards the provident fund subscription. The government decided to pay this amount itself on behalf of the workers from 1st April 2020. So the scheme was renamed Bina Mulya Samajik Suraksha Yojana (BM-SSY), where any enrolled worker can get all the available benefits without spending any money.

The scheme was launched by former Chief Minister Mamata Banerjee. After the 2026 assembly election, Suvendu Adhikari took charge as the new Chief Minister of West Bengal, and the scheme continues to run under the state Labour Department. The official portal now also handles registration of construction and transport workers under the BOCW Scheme and WBTWSSS.

STEP 1 - Firstly visit the official website at https://bmssy.wblabour.gov.in/

STEP 2 - At the homepage, click on the "New Registration" tab as shown in the figure below:-

STEP 3 - Open the Bina Mulya Samajik Suraksha Yojana apply form from the registration page.

STEP 4 - The WB Bina Mulya Samajik Suraksha Yojana online registration form 2026 will appear as shown below:-

STEP 5 - Here applicants can enter the category of worker type, name, date of birth, e-mail ID, mobile number, identity proof, caste, ration card number, religion, gender, marital status, father name, mother name and monthly family income. In addition, state name, district name, sub-division, block or municipality or corporation, GP or Ward, pin code, post office, police station and house number are to be entered.

No Premium Amount in WB Bina Mulya Samajik Suraksha Yojana

Poor people do not have to pay a single penny from their pockets to get the benefits of West Bengal Bina Mulya Samajik Suraksha Yojana 2026. Earlier, people had to pay Rs. 25 per month while the government used to contribute Rs. 30 for each worker in the Samajik Suraksha Yojana 2017. The government has announced that there is no longer any need to pay the premium, as the government bears the full cost in the BM-SSY scheme.

Assistance to BMSSY Scheme Beneficiaries

In case of the death of a beneficiary, the family members receive Rs. 2 lakh. In case someone gets disabled, each beneficiary receives Rs. 1 lakh. The scheme also gives provident fund cover, which the worker gets back with interest on reaching the age of 60 years.

Former Chief Minister Mamata Banerjee had asked the Finance and Labour departments to make the premium completely free, as poor people in the unorganised sector were finding it hard to pay Rs. 25 per month. She also asked the Labour department to bring landless labourers under the Bina Mulya Samajik Suraksha Yojana.

WB Labour Dept. BMSSY Scheme Launch

The West Bengal Labour Department runs the BMSSY scheme. Former Chief Minister Mamata Banerjee had launched it and asked to include landless labourers as beneficiaries. Till date, around 1.18 crore families are enrolled under the Samajik Suraksha Yojana (SSY), and the number is expected to go up to 1.5 crore. If there are 5 members in every family, the total number of beneficiaries would go up to 7.5 crore. All the poor people from various unorganised sectors can get provident fund (PF) and other benefits on reaching the age of 60 years.

WB Jai Johar, Bandhu Prakalpa, Hasir Alo & Chai Sundari Schemes

Various other schemes were also launched in the West Bengal Budget 2026:-

• Hasir Alo - In this scheme, around 35 lakh people can get free electricity in their house if the consumption is up to 75 units on a quarterly basis. If the poor family uses an electrical lamp and fan wisely, then consumption will not cross 75 units on a quarterly basis. Rs. 200 crore has been set aside for the Hasir Alo Scheme.
• Chaa Sundari - This scheme provides housing to tea garden workers. Rs. 500 crore has been set aside for the Chaa Sundari Scheme.
• Bandhu Prakalpa Scheme - SC category people who are not getting any pension from any agency get Rs. 1,000 per month as pension. This pension is given on reaching the age of 60 years.
• Jai Johar Scheme - ST category people who do not receive any pension from any agency now get Rs. 1,000 per month as pension. The pension amount is given on reaching the age of 60 years.

The West Bengal government has also increased gratuity from Rs. 6 lakh to Rs. 23 lakh and home allowance from Rs. 6,000 to Rs. 12,000.
