CM Nitish Kumar launched Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY) - commonly known as Bihar Berojgari Bhatta Yojana, on 2nd October 2016 to give financial support to educated unemployed youth in the state. Under this scheme, eligible applicants get ₹1,000 per month for up to 2 years (₹24,000 total) directly in their bank account through DBT while they search for employment. This scheme is part of the Saat Nischay Yojana under the "Aarthik Hal Yuwaon Ko Bal" commitment, and is run by the Planning and Development Department of Bihar.
Originally, this benefit was only for 12th pass (Inter) youth. From 2025, the Bihar government expanded the scheme - now graduates in Arts, Science, and Commerce who are unemployed can also apply and get the same ₹1,000 per month. Bihar Berojgari Bhatta Yojana - How to Apply Online
Bihar Mukhyamantri Swayam Sahayata Nischay Bhatta Yojana (MNSSBY) targets all unemployed youth in the age group of 20 to 25 years who are not in any job or higher education. The complete online registration and application process is given below:
Bihar Berojgari Bhatta Yojana Online Registration Form
STEP 1: Visit the official website at 7nishchay-yuvaupmission.bihar.gov.in. You can also apply through the official mobile app available for download on the same site.
STEP 2: Click on "New Applicant Registration (नया आवेदक पंजीकरण)" on the homepage as shown below:
STEP 3: The Bihar Berojgari Bhatta Online Registration Form will appear. Enter your name (as per Aadhaar), email ID, Aadhaar number, and mobile number, then click "Send OTP":
STEP 4: Enter the OTP received on your mobile number and click "Submit". A confirmation message will appear. Your login ID and password will be sent to you by both SMS and email.
STEP 5: Log in to the portal with the credentials you received. Select "Swayam Sahayata Bhatta Yojana (MNSSBY)" from the scheme list. Fill in your personal details, educational qualifications, and bank account information, then upload scanned copies of all required documents.
STEP 6: Review all details carefully before submitting. After submission, download and save the acknowledgement slip - you will need it for your DRCC visit. Note your registration number as well.
STEP 7: Within 60 days of applying online, visit your nearest District Registration and Counseling Centre (DRCC) on any working day between 10 AM and 5 PM with original documents and self-attested copies for verification. Make sure your bank account is Aadhaar-seeded before this visit so that DBT payments can be processed.

Bihar Berojgari Bhatta Yojana Eligibility
All of the following conditions must be met to become eligible for Berojgari Bhatta under MNSSBY:
- Permanent resident of Bihar - must have a valid domicile certificate as proof.
- Age between 20 and 25 years - strict limit; anyone below 20 or above 25 at the time of application is not eligible.
- Passed class 12 (Inter) or graduation (BA/BSc/BCom) from a recognised institution - both are now eligible. Those who enrolled in higher education after 12th are not eligible under this scheme.
- Genuinely unemployed - no government or private job of any kind (contract, temporary, or permanent), and no self-employment or business.
- Annual family income below ₹3 lakh - total household income should not exceed ₹3,00,000 per year.
- Not receiving any other government benefit - no other allowance, scholarship, student credit card loan, or education loan from any government source.
Note: KYP (Kushal Yuva Programme) training is mandatory for all SHA beneficiaries. The last 5 months of the allowance will only be released after successful completion of this training.

The applicant must affix their photo, sign the application form PDF, and appear at the DRCC with originals plus self-attested copies of the following documents:
- Aadhaar Card (also link your Aadhaar to the mobile number given in the form)
- Class 10th passing certificate or marksheet (for date of birth verification)
- Class 12th passing certificate or marksheet
- Graduation marksheet or certificate (for graduate applicants - from 2025 onwards)
