Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a central government scheme run by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, to develop the fisheries and aquaculture sector across India. PMMSY is being implemented over a period of five years from FY 2020-2021 to FY 2024-2025 as part of the Atmanirbhar Bharat package. Benefits of PM Matsya Sampada Yojana

The central govt. has created a special fund to develop infrastructure related to the fishing industry. This fund is used to create fisheries infrastructure facilities in both marine and inland fisheries sectors. The central govt. has targeted an additional 70 lakh tonnes of fish production by FY 2024-2025. The govt. aims to reach an additional ₹1 lakh crore in fisheries exports and generate 55 lakh employment opportunities. As per the latest data shared in Parliament, projects worth ₹21,274.16 crore have been approved under PMMSY so far, with a central share of ₹9,189.79 crore. Of this, ₹5,587.57 crore has been released to states, UTs and other implementing agencies. Need For PM Matsya Sampada Yojana

Fisheries and aquaculture are an important source of food, nutrition, employment and income in India. These sectors provide livelihood to more than 20 million fishermen and fish farmers at the primary level, and twice that number along the value chain. Fish, being an affordable and rich source of animal protein, is one of the healthiest options to reduce hunger and malnutrition.

The Gross Value Added (GVA) of the fisheries sector in the national economy during 2018-19 stood at ₹2,12,915 crore, which was 1.24% of the total National GVA and 7.28% of the Agricultural GVA. The fisheries sector has shown an average annual growth rate of 10.88% during 2014-15 to 2018-19, and fish production stood at an all-time high of 137.58 lakh metric tons during 2018-19.

Foreseeing the big potential for development of fisheries, the government announced the Pradhan Mantri Matsya Sampada Yojana (PMMSY) in the Union Budget 2019-20. Components of PM Matsya Sampada Yojana (PMMSY)

• Centrally Sponsored Scheme (CSS): Under the PMMSY Centrally Sponsored Scheme (CSS) component, an investment of ₹18,330 crore has been planned. • For the best results, a cluster or area-based approach is followed for PMMSY with proper forward and backward linkages and end to end solutions. Suitable linkages and joint work are encouraged with other centre and state government schemes wherever possible.
• New and emerging technologies like Re-circulatory Aquaculture Systems, Biofloc, Aquaponics and Cage Cultivation are given priority to improve production and productivity, quality, and productive use of waste lands and water for aquaculture.
• Special focus is given to coldwater fisheries development and expansion of aquaculture in brackish water and saline areas.
• Activities like Mariculture, seaweed cultivation and ornamental fisheries are promoted as they have the potential to create huge employment opportunities.
• Focused attention is given to fisheries development in Jammu and Kashmir, Ladakh, islands, Northeast and aspirational districts through area specific development plans.
• The govt. promotes high value species, a national network of brood banks, genetic improvement, nucleus breeding centres for self-reliance in shrimp brood stock, organic aquaculture, good aquaculture practices, end to end traceability from catch to consumer, use of block chain technology, global standards and certification, and aquatic health management supported by a modern laboratory network.
• Development of coastal fisher communities is done in a complete manner through integrated modern coastal fishing villages with the required infrastructure.
• Collectivization of fishers and fish farmers through Fish Farmer Producer Organizations (FFPOs) to increase their bargaining power is a key feature of PMMSY.
• Aquaparks act as a hub of fisheries and aquaculture activities with assured, affordable, quality inputs under one roof, post-harvest infrastructure facilities, business enterprise zones, logistic support, business incubation centres and marketing facilities.
• Insurance cover for fishing vessels has been introduced for the first time. Annual income support for fishers during the ban or lean period is also provided.
• Well-structured extension support services are planned under PMMSY. Youth are engaged in fisheries extension through the creation of 3347 Sagar Mitras in coastal fisher villages. Many Fisheries Extension Services Centres are being set up in the private space to create jobs for young professionals.
• Major investments are being made in construction and modernization of fishing harbours and landing centres for hygienic handling of fish, urban marketing infrastructure, state of the art wholesale fish markets, retail markets, and e-marketing and e-trading of fish.

PM-MKSSY: New Sub-scheme Under PMMSY

The Union Cabinet approved the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) on 8 February 2024 as a Central Sector Sub-scheme under PMMSY. It runs for four years from FY 2023-24 to FY 2026-27 with an estimated outlay of ₹6,000 crore. PM-MKSSY focuses on formalization of the fisheries sector and supporting fisheries micro and small enterprises. It provides a one-time incentive to aquaculture farmers against purchase of insurance, and performance grants to fisheries micro and small enterprises for adopting safety and quality assurance systems. The scheme also helps fishers and fish farmers get easier access to institutional credit, including Kisan Credit Card (KCC) for fisheries.

Launch of PMMSY Scheme in Bihar

The official launch of the PMMSY scheme was held through digital mode on 10 September 2020. PM Office said that the investment of ₹20,050 crore under PMMSY is the highest ever in the fisheries sector. The project in Bihar envisages an investment of ₹1,390 crore with a central share of ₹535 crore and an additional fish production target of three lakh tons. During that fiscal year, the Union government sanctioned Bihar's proposal costing ₹107 crore.

PM Modi also announced the establishment of a fish brood bank at Sitamarhi and an aquatic disease referral laboratory at Kishanganj, for which support has been provided under PMMSY. These facilities help in improving fish production and productivity by ensuring timely availability of quality and affordable fish seed for fish farmers, and address the need for disease diagnosis as well as water and soil testing facilities.

The e-Gopala app is a breed improvement marketplace and information portal for direct use of farmers. Earlier, no digital platform was available in the country for farmers managing livestock, including buying and selling of disease free germplasm in all forms, availability of quality breeding services, and guiding farmers for animal nutrition and treatment of animals using appropriate medicine.

There was no mechanism to send alerts on due dates for vaccination, pregnancy diagnosis and calving among other issues, or to inform farmers about various government schemes and campaigns in the area. The prime minister also inaugurated a one-unit fish feed mill at Madhepura and two units of Fish on Wheels assisted at Patna under Blue Revolution.

Among other launches by Modi is the comprehensive fish production technology centre at Dr Rajendra Prasad Central Agricultural University in Pusa in Bihar. The centre, with facilities for seed production technology, demonstration unit technology for fish, referral laboratory and diagnostic testing, helps in boosting fish production and assists in capacity building of fish farmers, the PMO said.
