Uttarakhand Bijli Subsidy Yojana 2026: Uttarakhand government is giving a 50 percent subsidy on power bills to domestic consumers who use electricity up to a fixed monthly limit. Regular areas get this benefit up to 100 units a month, while high Himalayan and snow bound regions get it up to 200 units. Close to 11.4 lakh domestic consumers of Uttarakhand fall under this subsidy cover, run through Uttarakhand Power Corporation Limited (UPCL).
Scheme has been running since 1 September 2024, when the state energy department issued a formal order for it. Subsidy gets adjusted in the bill on its own, so consumers do not need to submit any separate application for it.
What is Uttarakhand Electricity Subsidy Scheme
Chief Minister Pushkar Singh Dhami announced this subsidy plan on his birthday, 16 September 2024, calling it a relief step for poor and middle class families dealing with rising power bills. An earlier proposal from 2021 had talked about giving 100 units of electricity fully free every month, but that plan got dropped before it could be rolled out. Order which finally got issued in September 2024 gives a flat 50 percent cut on the bill amount instead of free units, and it applies only to domestic connections that meet the usage limit set for their area.
Energy Secretary R Meenakshi Sundaram signed off on the order. Government has said the move will put a yearly burden of around Rs 130 crore on the state exchequer, much lower than the Rs 400 to 500 crore figure that was floated when free electricity was first talked about back in 2021.
Who Can Get Subsidy Under this Scheme
Not every power connection qualifies for this discount. Rules are fairly specific about area, connection type and usage limit, so it helps to check where a household falls before expecting the subsidy on the bill.
- Connection must be registered under the domestic category. Commercial and industrial connections do not qualify for this subsidy.
- In plain and other regular areas, sanctioned load on the connection should not cross 1 KW and monthly usage should stay within 100 units.
- In high Himalayan or snow bound areas, decided by height above sea level under existing rules, domestic consumers get the subsidy if monthly usage stays within 200 units.
How the Subsidy Gets Added to the Bill
UPCL does not ask consumers to fill any form or visit an office for this benefit. Billing system checks the monthly reading on its own, and if usage falls within the limit set for that area, the 50 percent cut gets applied before the bill gets generated. Consumers only need to pay the reduced amount shown on their bill copy.
Those who want to check their bill or confirm whether the subsidy got applied correctly can do it online. STEP 1 - Open UPCL's self service portal at upcl.org and click on 'View Bill' under consumer services. STEP 2 - Enter the consumer account number printed on an old bill copy and submit the request. STEP 3 - Bill copy that opens up will show the subsidy amount separately, along with the net payable amount for that month.

FAQ's
Does this scheme give fully free electricity
No. Present scheme, in force since September 2024, gives a 50 percent discount on the bill, not free units. Earlier idea of 100 units fully free never got formally rolled out.
Do commercial connections get this subsidy
No. Only domestic category connections get this benefit, subject to the usage and load limit fixed for that area.
What happens if monthly usage crosses the limit
Subsidy does not apply that month if usage goes past 100 units in regular areas or 200 units in high Himalayan areas. Full tariff gets charged as per normal slab rates for that month.
Is any application required to get this subsidy
No separate application is required. UPCL adjusts the discount directly in the monthly bill based on the meter reading.
