Madhya Pradesh government is running Tool/Equipment Purchase Subsidy Scheme (MPBOCWWB) for registered construction workers who need better tools for their daily work. Under this scheme, a worker gets 10 percent of the bank loan taken for a tool kit, or ₹5,000, whichever is lower, straight into the bank account as DBT payment.
Madhya Pradesh Building and Other Construction Workers Welfare Board runs the scheme, and it is open in 2026 as well. As per a June 2026 report by Bhaskar Hindi, the state government has also asked officials to link this scheme with PM Vishwakarma Yojana so that skilled workers get tools and training together. Applications can be filed online on Shram Seva Portal or offline at the Janpad Panchayat and urban body office.
Tool/Equipment Purchase Subsidy Scheme (MPBOCWWB) 2026 Details
Scheme started on 1 January 2018 and it is still running. Workers registered with the Mandal, holding a valid identity card, can claim the subsidy amount once in their lifetime. One point people miss often is the time limit. Claim has to be filed within 3 months from the date the tools or equipment were bought, so keep the original bill safe from day one.
Money reaches the bank account linked with the worker's registration. So the account details in the Mandal record should be correct and active. If the bank account is closed or the KYC is pending, payment gets stuck.

Apply Online for Tool Purchase Subsidy
Online route works through Shram Seva Portal of the Labour Department. A worker who is not registered yet has to first finish the labour registration, and only then the scheme claim can be filed. Steps are given below.
STEP 1 - Open the Shram Seva Portal and look for the section on registration of construction worker on the homepage.
STEP 2 - Click on beneficiary registration if the name is not already in the Mandal record.
STEP 3 - Enter the Composite Member ID and Samagra Family ID, then click on get details so that the family record comes up on screen.
STEP 4 - Check the details shown, fill every field marked with a star, and upload the documents like Aadhaar, photo, bank passbook copy and age proof.
STEP 5 - Submit the form, pay the small fee online, and note down the registration number that comes after payment.
STEP 6 - After registration is approved, go to the scheme application page, pick the tool purchase subsidy scheme, attach the purchase bill and the loan paper, and submit the claim.
Apply Offline at Labour Office
Workers who find the portal hard to use can still walk in with papers. Offline forms are taken at the Janpad Panchayat office in rural areas, at the urban body office in cities, and at the Labour Kalyan Mandal office in Bhopal.
STEP 1 - Visit the office of the Assistant Welfare Commissioner, Labour Kalyan Mandal, Bhopal, or the local Janpad Panchayat or nagar nigam office during working hours and ask for the scheme form.
STEP 2 - Fill every column carefully, paste a passport size photo, and attach self attested copies of the required documents along with the original tool purchase bill.
STEP 3 - Hand over the form to the dealing clerk and get it entered in the register.
STEP 4 - Take a receipt with date and reference number. Without a receipt there is no way to follow up later if the file gets delayed.
Who Can Apply
Two levels of eligibility apply here. First for labour registration with the Mandal, and then for the subsidy claim itself. Both have to be met.
- Applicant should be a resident of Madhya Pradesh and should be working as a building or construction labourer.
- Age should be between 18 and 60 years at the time of registration, and below 60 years while claiming the subsidy.
- Worker should have done building or construction work for at least 90 days in the last 12 months. For example, a mason who worked 100 days in the past year qualifies.
- Registration with the Mandal should be renewed every year, otherwise the card goes inactive and claims get rejected.
- Valid identity card issued by the Mandal is required, and the benefit is given only once in a lifetime.
Benefit Amount
Subsidy is worked out on the loan taken for buying the tool kit. If the loan is ₹30,000, then 10 percent comes to ₹3,000 and that much is paid. If the loan is ₹80,000, then 10 percent is ₹8,000, but the payment stays capped at ₹5,000. Nothing has to be paid back, it is a welfare grant and not a loan from the Mandal.
Documents Required
Papers are needed at two stages, one set for the registration and a smaller set for the claim. Keeping scanned copies ready on the phone saves a second trip.
- Aadhaar card for identity and a recent passport size photograph.
- Address proof such as a voter ID or a utility bill of the house.
- Age proof like a school certificate or birth certificate from the registrar.
- Bank passbook copy so the DBT payment lands in the right account.
- Skill training certificate and caste certificate, where these apply.
- Mandal issued member identity card and the original purchase bills of the tools for the claim.
Other MP Board Schemes for Construction Workers
Same Mandal registration opens the door to several other benefits for the worker and the family. Workers already holding the card can check the Cycle Anudaan Yojana for a ₹4,000 cycle grant, the Death Assistance Scheme for the family, and the Videsh Siksha Yojana for children going abroad for studies. Study help is also given through subsidised copies for workers' children.
