The Goa Seed Capital Grant Scheme provides a one-time financial support of up to ₹10 lakh to early-stage startups registered in the state. Under the Goa Start-up Policy 2025, eligible founders receive non-repayable grant money to develop their Minimum Viable Product (MVP) and take their business ideas forward.
The scheme runs through the Department of Information Technology, Electronics and Communications (DITE&C), Government of Goa, with implementation handled by the Start-up Information Technology Promotion Cell (SITPC). Applications are accepted online throughout the year on a rolling basis.
How to Apply Online
STEP 1 - Visit the official Startup Goa portal at startup.goa.gov.in and create your account by registering with your email and mobile number. Verify both using the OTP sent to you.
STEP 2 - Log in to your account and navigate to the Seed Capital Scheme section. You will find the application form listed under available incentives.
STEP 3 - Fill in all required details about your startup, including founder information, business model, and the problem your product aims to solve.
STEP 4 - Upload the necessary supporting documents including your detailed plan of action for developing the MVP, founder CV in World Bank format, address proof of your Goa-based office, and cancelled cheque of the startup entity.
STEP 5 - Review all entered information carefully, accept the terms and conditions, and submit the application. Note down the acknowledgement number provided for future tracking.
You can also download the application form PDF directly from the Goa Online portal if you prefer to fill it offline before uploading. The form is available at goaonline.gov.in/Downloads/Forms/IFT22.pdf. Once filled and signed, you may also send your application along with documents to dir-dit.goa@nic.gov.in for processing.
Eligibility Criteria
To qualify for this scheme, your startup must meet specific requirements set by the SITPC. First and foremost, you need a valid certification from the Start-up Information Technology Promotion Cell confirming that your venture qualifies as a startup under Goa's policy framework. Without this certification number, your application cannot proceed.
The bank accounts of all directors associated with the startup must be linked with their Aadhaar numbers. This is a mandatory requirement for payment processing through direct benefit transfer channels. Your startup must also maintain an operational office within Goa state.
For example, if Priya has developed a new agritech app in Margao, she needs to first get her company certified by SITPC, ensure her director bank accounts have Aadhaar linkage, and maintain a physical office address in Goa before applying.
Benefits of the Scheme
The Seed Capital Grant Scheme offers substantial financial backing to help startups reach their first working product:
- A one-time grant of up to ₹10,00,000 is provided to selected startups for developing their Minimum Viable Product. This is a non-dilutive grant, meaning you do not need to give up any equity in your company.
- Up to 100 startups receive this funding every year based on SITPC evaluation. Selection happens through a structured review process where expert panels assess each proposal.
- Successful applicants get exposure to the wider startup ecosystem in Goa, including potential mentorship opportunities and networking events organized by SITPC.
The grant amount is not automatically awarded to every applicant. SITPC reserves the right to approve or reject applications based on the quality of the business idea, feasibility of the proposed MVP, and overall potential impact. The final decision rests entirely with the cell.
Required Documents
Keep these documents ready before starting your application:
- A detailed plan of action explaining how you intend to build your Minimum Viable Product, including timelines, milestones, and resource requirements.
- Founder's CV formatted according to the World Bank CV template. This helps the evaluation panel understand your background and relevant experience.
- Address proof showing your startup has an operational office located within Goa state boundaries.
- A cancelled cheque leaf of your startup, incubator, or accelerator account for payment verification purposes.
- Any additional documents specified in the official scheme Annexure, such as prototype images or preliminary market research.
After submission, the SITPC panel reviews your application and may invite you for a presentation. Selected candidates are asked to present their concept to a panel of experts who evaluate the technical viability and market potential of the proposed solution.
