Scheme for Containing Population Decline of Small Minority Communities, better known as Jiyo Parsi, gives financial support to Parsi couples in India for fertility treatment, child care and care of dependent elderly members. The Ministry of Minority Affairs has been running this scheme since 2013-14, and it released fresh guidelines in February 2026, so registration stays open for eligible families.
Parsis are a notified minority community under the National Commission of Minorities Act 1992. Their population fell from about 1,14,000 in 1941 to 57,264 in 2011, and the scheme works to reverse this decline through medical help, family support and awareness drives. The latest guidelines came into effect on 26 February 2026, and the government has reported 534 births in the community since 2014-15 under this scheme.
Scheme for Containing Population Decline of Small Minority Communities - Introduction
This scheme works through three main parts. Medical Assistance covers fertility treatments such as IVF, surrogacy and ICSI. Assistance for Family Well Being supports child care and dependent elderly members. Advocacy spreads awareness among young couples about early diagnosis and family planning.
Ministry of Minority Affairs has built two separate online portals for the scheme. The Medical portal was launched in August 2024, and the Health of Community portal was launched on 3 October 2025. Both let Parsi couples submit and track their applications online.
For example, a Parsi couple planning a family can use the medical support to manage treatment costs, and once a child is born they can claim monthly child care and elderly care help. More details are given in the table below.
