Rajiv Gandhi Swavlamban Rojgar Yojana 2026 Details

RGSRY is a loan-linked self-employment scheme run by Delhi Khadi & Village Industries Board (DKVIB) with the Government of NCT of Delhi. The scheme helps unemployed youth, artisans, trained workers and skilled technicians of Delhi to set up their own small business or expand an existing one. It covers three broad sectors as shown in the table below.

Loan under this scheme has a fixed 5 year term. You have to pay it back in equal quarterly parts. Repayment starts after a 12 month moratorium period from the date of loan release. Interest is charged from the date of each payout at the rate fixed by NCT Delhi, which is 10% at present. You need to give post-dated cheques to the Board for smooth payment.

You must use the loan money for the business purpose you applied for, and within 3 months of getting it. If more time is needed, the Managing Director can give a grace period of up to another 3 months. If the money is not used in time, the Board will treat it as misuse and recover the full amount with 18% penal interest.

To secure the loan, you have to give a surety from a permanent government employee working in Delhi under GNCTD, Central Government or an autonomous body. RGSRY also has a training part for school and college dropouts, where they learn basic skills, bookkeeping, product costing and how to plan a project. On top of that, the Board gives marketing support by giving space at Delhi Emporium and stalls in big trade fairs and exhibitions.

Loan and Subsidy Benefits Under RGSRY

You are required to put in at least 10% of the loan amount from your own pocket. For people from poor sections like SC, ST, OBC, women, people with disability and ex-servicemen, this share is only 5%. If two or more people join hands and apply as a partnership, subsidy is worked out for each partner on their share, still capped at ₹7,500 each. Subsidy amount is put into your loan account only after you pay the loan on time for 2 full years.

Apart from money, the Board also gives support on the ground. Trainees get help with skill training, book keeping and project costing. Ready products can be shown at Delhi Emporium and put up at trade fairs and exhibitions the Delhi government runs from time to time.

Who Can Apply for Rajiv Gandhi Swavlamban Rojgar Yojana

To apply for RGSRY loan in Delhi, you need to be a resident of Delhi and fit into any of the groups the Board has fixed. Basic age rule is 18 to 50 years for everyone. Common eligible groups are given below.

  • School or college dropouts who want to start their own small work or business in Delhi.
  • Individual entrepreneurs and trade professionals planning to open a shop or unit.
  • Artisans and skilled craftsmen who already have a hand-skill and want to grow it.
  • People holding a certificate from any government recognised technical or professional institute.
  • Small industrial units in Delhi that stay within the investment limits set by the Central Government.

For example, if a 25 year old artisan in Delhi wants to grow his workshop and buy new tools, he can apply for RGSRY as long as he has his ID proof, work address papers and a surety ready.

Who Cannot Apply

You cannot get a loan under RGSRY if you have already taken a loan for the same or a similar work from any government-controlled financial body and that loan is still not paid off, or was earlier marked as misused. People staying outside Delhi are also not covered under this scheme.
