Nirman Shramik Rain Basera Yojana 2026: Night Shelter Scheme for MP Construction Workers, Eligibility and Apply Process

Madhya Pradesh Building and Other Construction Workers Welfare Board has notified Nirman Shramik Rain Basera Yojana 2026, which came into force on 27 February 2026 and replaces the older Construction Workers Night Shelter Scheme (MPBOCWWB). Under the new rules, registered construction workers who move from one district to another for work get a clean night shelter along with food facility, and the shelters are built on government land in Gram Panchayat, Nagar Panchayat, Municipal Council and Municipal Corporation areas.

Scheme runs across the whole state. Only workers registered with the Board and holding a valid identity card under Section 12 of the Building and Other Construction Workers Act can stay in these shelters, along with their dependent family members. Shelter buildings get grants of ₹10 lakh to ₹25 lakh depending on the type of local body.

Labour Department, Government of Madhya Pradesh runs this scheme through the state welfare board for construction workers. Idea is simple. Workers who leave their village or town for a project site often sleep at the site itself or on footpaths. This scheme gives them a proper room, bedding and food at night, so the family is not left without a safe place.

Location of every shelter is decided by a district-level committee. Committee looks at how many workers are living in that area, how much construction work is going on, and then recommends the site. Land has to be government owned. Once approved, the Board releases the grant in two parts as one-time expenditure.

Shelter is not just a bare room. Grant money covers the building, furniture, bedding, lockers and basic facilities, and from 2026 the rules also mention food facility for workers staying there. Maintenance cost is also covered so the shelter does not fall into disuse after a year or two.

Who Can Apply

Board registration is the first condition. Without a valid worker identity card, a shelter stay will not be allowed. Check the points below before you go to the office.

• You should be living in Madhya Pradesh and working as a construction worker at present.
• Your age should be between 18 and 60 years on the date of registration.
• You must have done construction work for at least 90 days in the last 12 months.
• Your Board registration should be renewed every year, otherwise the card stops working.
• You must have shifted to the project area temporarily for work, and carry valid ID for yourself and family members staying with you.

Apply Online for Rain Basera Yojana

Online route works through the Labour Department portal. Keep your Samagra ID and mobile number ready before you start.

STEP 1 - Open the Labour Department website at labour.mp.gov.in and go to the construction worker registration section.

STEP 2 - Click on the beneficiary registration link and enter your Composite Member ID and Samagra Family ID so your family record is pulled up.

STEP 3 - Fill the form with your work details, address and bank account, then upload scanned copies of your ID and photo.

STEP 4 - Submit the form, pay the small registration fee online, and note down the registration number shown on the screen.

STEP 5 - After the card is issued, show it at the night shelter office of the local body where you are working to get a place for yourself and your family.

Apply Offline

Offline is still allowed and many workers use it. Go to the office of the Municipal Commissioner, or the Chief Municipal Officer of your Nagar Palika or Nagar Panchayat, during office hours. Ask for the application form, fill it, paste a passport size photo and attach self attested copies of your documents. Hand it over at the counter and take an acknowledgement slip with the date and reference number on it.
