Goa government's Foster Care Vatsalaya Scheme is running in 2026 through the Directorate of Women and Child Development, and foster families in the state can get up to ₹5,000 every month to raise a child who has lost parental care. Applications are open on an ongoing basis through the District Child Protection Society or the Child Welfare Committee in each district.
Vatsalaya places a child from a broken, orphaned or crisis-hit background into a caring family home instead of a shelter home. It covers kids from birth up to 18 years of age. Foster parents get a fixed monthly Foster Care Allowance of ₹2,500 along with a Maintenance Allowance of ₹1,500 to ₹2,500 based on the age of the child. So a household ends up receiving between ₹4,000 and ₹5,000 per month for one foster child.
How to Apply for Foster Care Vatsalaya Scheme in Goa
Vatsalaya does not have any online application portal in 2026. You have to visit the local Child Welfare Committee (CWC) or District Child Protection Society (DCPS) office in your district and pick up the form there. Given below are the steps to follow.
STEP 1 - Go to your nearest District Child Protection Society or Child Welfare Committee office in Goa and ask for the Foster Care Vatsalaya application form. You can also call 9822983336 or email crg.goa@gmail.com to find out the correct office for your area.
STEP 2 - Fill in the form with correct family details. Paste a recent passport size photograph on the form and sign across the photo. Do not leave any required field blank.
STEP 3 - Attach self-attested copies of ID proof, address proof, income proof, medical fitness reports of all family members and other required papers. Keep the originals with you for verification at the office.
STEP 4 - Submit the filled form with all documents to the Child Care Coordinator and collect the receipt or acknowledgement slip. This slip is your proof that the application has been submitted.
After submission, the CWC team will do a home visit, interview family members and check whether your household is a safe place for the child. Once the report is positive, the child is placed with your family and the monthly allowance starts from that month.

Who Can Apply for Foster Care Vatsalaya Scheme
Vatsalaya has two sides of eligibility. One for the child who will get the foster care and one for the family who wants to become foster parents. Any child in Goa who has lost parents, been abandoned, is at risk or facing a family crisis can be placed under this scheme. Kids who are legally free for adoption are handled through the adoption route, not foster care.
Foster parents should be emotionally stable, mature and able to give a safe home to the child. Applicants should have a steady income of their own because the monthly amount from the government is meant only as a top-up to cover the child's basic needs, not to run the whole house. Every person living in the applicant's home has to clear a medical fitness check, including tests for HIV, TB and Hepatitis B.
Foster parents also have to attend training sessions organised by the department, keep the child's health records updated and make sure the child goes to school regularly. Normally one family can take a maximum of two children under Vatsalaya, but this limit does not apply if the kids are siblings who should not be separated from each other.
Foster Care Allowance and Monthly Payment
Money is paid every month to the foster family after the Child Care Coordinator does a proper assessment. The exact amount depends on the age of the child. Given below are the current rates for 2026.
| Category | Amount |
|---|---|
| Foster Care Allowance (paid always) | ₹2,500 per month |
| Maintenance Allowance (0 to 6 years) | ₹1,500 per month |
| Maintenance Allowance (6 to 14 years) | ₹2,000 per month |
| Maintenance Allowance (14 to 18 years) | ₹2,500 per month |
So a family fostering a 10 year old child gets ₹2,500 as Foster Care Allowance plus ₹2,000 as Maintenance Allowance, a total of ₹4,500 every month. Payment continues till the child turns 18 or the CWC decides to shift the child back to the biological family or into another care setup.
Exclusions Under Vatsalaya Scheme
If a child is already covered under the Goa Dayanand Social Security Scheme (DSSS), the same child cannot claim the Foster Care Allowance at the same time. Only one of the two support schemes can be used for one child. This rule is there to stop double payment from two different Goa government schemes for the same child.
