Telangana government has started handing out new smart PVC ration cards, and Praja Palana ration card form is still the way families get themselves added to the food security list. Chief Minister Revanth Reddy launched the distribution drive on 15 August 2026 from Sangareddy district, and cards are being given out in all 33 districts at the same time.
Around 1.05 crore households, which works out to about 3.43 crore people, are covered under this round. Families who already gave their application during Praja Palana camps do not have to apply again. Anyone who got left out can still fill the form and submit it at a MeeSeva centre.
How to Download Praja Palana Ration Card Form PDF
Form is free to download. You just need a printout and a pen, nothing else.
STEP 1 - Open the MeeSeva portal at meeseva.telangana.gov.in on your phone or computer. On the homepage, find the 'Downloads' tab in the top menu and click on it.
STEP 2 - Click on 'Application Forms' and then pick 'Civil Supplies' from the list that opens. Look for 'Application for New Food Security Card' and click on it.

STEP 3 - PDF will open on your screen. Click the download icon to save it, then take a printout on plain A4 paper. Fill it in capital letters so the operator can read it without asking you twice.

Where to Submit the Filled Form
Filled form cannot be uploaded online. Carry it to your nearest MeeSeva centre or Praja Palana centre along with photocopies of your documents. Service fee is about ₹30 to ₹35. The operator will scan everything, take your biometric, and hand you an acknowledgement slip with an application number on it. Keep that slip safe. Without the number you cannot track anything later.
After this, revenue staff usually come home for a field check. They look at your income, land and whether anyone in the house already holds a card. Normal processing time is about 30 days, though it stretches longer in busy mandals.

What is Praja Palana Scheme?
Praja Palana began in December 2023 as a door-to-door camp drive right after the Congress government came to power. It was called Abhaya Hastham in the party manifesto. Officials sat in every village and ward, collected applications, and used them to build one common list of families eligible for the six guarantees.
Ration card is the base document in that list. Once a family has it, the same record is used for Cheyutha pension, Mahalakshmi, Rythu Bharosa, Gruha Jyothi and Indiramma Illu. That is why so many people chase this one card first.
Who Can Apply
Rules are simple, but the income and land limits are checked strictly during the home visit. Here is what the department looks at.
- Applicant must be a permanent resident of Telangana.
- Family should not already hold a food security card or ration card in the state.
- Annual family income should be below ₹1.5 lakh in rural areas and below ₹2 lakh in urban areas.
- Land holding should be under 3.5 acres of wet land or 7.5 acres of dry land.
- Newly married couples can apply for a separate card of their own.
- People holding an expired or temporary card can also apply for a fresh one.
Documents Required
Carry originals plus one set of photocopies. Aadhaar of every family member matters the most, because the whole card is built on Aadhaar seeding.

Smart PVC Ration Card Update
Old paper cards are being replaced. New card is a PVC card, about the size of an ATM or PAN card, waterproof and hard to tear. Government is giving them free of cost, and you collect yours from your own ration shop by handing over the old paper card.
These are the main things that changed with the Telangana smart ration card.
- Each card carries a QR code, so the shop dealer can scan and confirm the family in seconds instead of checking a register.
- Scanning pulls up linked family members and the monthly record of rice, wheat and sugar taken by that family.
- Card works at any fair price shop in Telangana, so shifting your house within the state does not break your supply.
- You can link the card to the T-Ration mobile app using an OTP, set an M-PIN, and then check your monthly quota and receipts from your phone.
Eligible families keep getting 6 kg of fine rice per person every month, free. Biometric e-KYC is also compulsory now. Cardholders who skipped it have been losing their monthly ration, so get it done at your ration shop if you have not already.
Check Your Application Status
Go to epds.telangana.gov.in and open the FSC Search section. Pick 'Application Search', choose your district and type the application number from your acknowledgement slip. People who applied during the Praja Palana camps often do not have a MeeSeva number. In that case, ask your panchayat secretary or the mandal tahsildar office, since those applications were entered at the village level.

Is there any last date to submit the Praja Palana ration card form?
No fixed last date is running now. Applications are accepted at MeeSeva and Praja Palana centres through the year, and cards are issued in batches after verification.
Can the form be filled and submitted fully online?
Form can be downloaded online, but submission has to be done in person at a centre because biometric verification is taken at the counter.
I applied during the Praja Palana camp in 2023. Should I apply again?
No. Those applications are already in the system and are being processed. Applying twice only creates a duplicate entry and slows things down.
Do I have to pay anything for the new smart PVC card?
No. Card itself is free. The ₹30 you pay at MeeSeva is only the service charge for submitting a new application.
What happens if my application gets rejected?
Most rejections happen because of income or land limits, or because a family member's name is still on another card. Fix that reason first, then submit a fresh application at the same centre.
