Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY) or the Chief Minister Self Allowance scheme is a major Bihar government scheme to support unemployed youth. Under this scheme, the state government gives financial help to youth who are searching for jobs.

Applicants can apply online by filling Bihar CM Swayam Sahayata Bhatta Yojana Application / Registration Form 2026. Check latest eligibility, online process, documents list and scheme benefits. In the Bihar Budget, a big fund has been allocated for the Chief Minister's Self Help Allowance Scheme.

Under the Swayam Sahayata Bhatta Yojana, Bihar government provides financial assistance of Rs. 1000 per month for up to two years to unemployed youth. The scheme named as "Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana" was started on trial basis from 15th September 2016 and officially launched on 2nd October 2016. Now in 2025, CM Nitish Kumar has announced its expansion to include graduate youth also.

Along with this scheme, Bihar Student Credit Card (SCC) Scheme and Kushal Yuva Program are also being run in the state.

Bihar Mukhyamantri Swayam Sahayata Bhatta Yojana Online Application Form 2026

The main objective of the scheme is to provide monthly support to unemployed graduates during their job search and skill development. The assistance amount is Rs. 1000 per month for a maximum period of two years. Applications for the scheme are invited online through a dedicated portal. Youth need to register, upload documents and then visit DRCC for verification.

STEP 2: At the homepage, click at the "New Applicant Registration" link to open the Bihar Mukhyamantri Swayam Sahayata Bhatta Yojana Online Registration Form 2026 as shown below:-

STEP 3: Fill all personal and academic details carefully and create login credentials to move forward with the Bihar CM Swayam Sahayata Bhatta Yojana online application form as shown below:-

STEP 4: Upload required documents, submit the form and then visit your District Registration and Counseling Center (DRCC) within 60 days for verification. After approval, monthly allowance will be transferred to your bank account.

Eligibility Criteria for Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana Bihar

Now the scheme has been expanded. The updated eligibility rules are as follows:

  • The applicant must be a permanent resident of Bihar.
  • Age should be between 20 and 25 years.
  • The applicant must have passed Graduation in Arts, Science or Commerce from a recognized institution.
  • The applicant should not be doing any government, private or self-employment work.
  • The applicant should not be pursuing higher studies at the time of application.
  • The allowance will be stopped if the applicant gets employment or starts self-employment.
  • Applicants are also encouraged to join the Kushal Yuva Program for skill training along with this scheme.

The applicants are required to attach the following documents along with the application form:

  • Graduation Certificate (Arts / Science / Commerce).
  • 10th pass certificate or equivalent certificate mentioning date of birth.
  • Residential certificate.
  • Copy of bank passbook from a scheduled bank in applicant’s name showing account number, IFSC code, branch details, name and address.
  • Aadhaar Card / Aadhaar Enrollment ID.
  • Certificate confirming completion of Class 12 from school/college authority.
