Livestock Health and Disease Control Program (LHDCP) is a central government scheme run by Department of Animal Husbandry and Dairying (DAHD) under Ministry of Fisheries, Animal Husbandry and Dairying. It protects farmers and livestock owners through nationwide vaccination drives, disease surveillance, mobile veterinary units and better veterinary infrastructure. For 2026-27 the program continues with the same focus on controlling and eradicating major animal diseases.
LHDCP is a Centrally Sponsored Scheme (CSS). It works on three main parts - National Animal Disease Control Program (NADCP), Livestock Health and Disease Control (LH&DC), and Pashu Aushadhi. Livestock Health and Disease Control Scheme 2026
LHDCP aims to improve the animal health sector by way of prophylactic vaccination against many diseases of livestock and poultry, training, disease surveillance and strengthening of veterinary infrastructure. The scheme will lead to prevention and control of diseases, higher productivity from animals, better access to veterinary services and improved trade in livestock and poultry products.
The main objectives of the scheme are given below.
- To control and eradicate Foot and Mouth Disease (FMD) in cattle, buffaloes, sheep, goats and pigs by 2030 through vaccination.
- To control Bovine Brucellosis with vaccination.
- To control and eradicate Peste des Petits Ruminants (PPR) in sheep and goats by 2030.
- To control Classical Swine Fever (CSF) by vaccinating the entire pig population.
- To provide veterinary services at the farmers' doorstep through Mobile Veterinary Units (MVUs) on toll-free number 1962.
- To control economically important, zoonotic, exotic and emergent diseases by assisting States and UTs under Assistance to States for Control of Animal Diseases (ASCAD).
- To make generic veterinary medicines including ethno-veterinary medicines available at affordable prices through PM-Kisan Samriddhi Kendras (PM-KSKs) and cooperative societies under Pashu Aushadhi.

Components of LHDCP
LHDCP has three major components. Each one targets a specific part of livestock health and disease control.
National Animal Disease Control Program (NADCP) - This component aims to control and later eradicate Foot and Mouth Disease (FMD) in cattle, buffaloes, sheep, goats and pigs, and also control Bovine Brucellosis with vaccination. Large-scale vaccination drives build herd immunity and reduce disease cases.
Livestock Health and Disease Control (LH&DC) - This part focuses on control of economically important, zoonotic, exotic and emergent diseases through prophylactic vaccination, training, disease surveillance and strengthening of veterinary infrastructure. It has three sub-components - Critical Animal Disease Control Program (CADCP), Establishment and Strengthening of Veterinary Hospitals and Dispensaries with Mobile Veterinary Units (ESVHD-MVU), and Assistance to States for Control of Animal Diseases (ASCAD).
Pashu Aushadhi - This component makes affordable generic veterinary medicines including ethno-veterinary medicines available through PM-Kisan Samriddhi Kendras (PM-KSKs) and cooperative societies. It is run in association with Department of Pharmaceuticals and Ministry of Cooperatives.
Funding Pattern
Funding pattern differs by component. CADCP and the non-recurring parts of ESVHD get 100% central assistance. Other components and ASCAD get 60:40 central and state share, with 90:10 for hilly and northeastern states and 100% for union territories.
