Bihar government's Mukhyamantri Mahila Rojgar Yojana provides financial support to women who want to start a small business. Under the scheme, every eligible woman gets ₹10,000 directly in her bank account, and after six months of running the business, she can get additional support of up to ₹2 lakh in four stages. The scheme was announced on 29 August 2025, and so far more than 1.67 crore women have already received the first installment.
The most common question women ask is whether a saas (mother-in-law) and a bahu (daughter-in-law) living in the same house both get ₹10,000 if they apply under the scheme. The state government has given a clear answer to this through the official family definition issued in the scheme guidelines. The same rule also decides whether two women from one household can get benefit together.
Definition of Family Under the Scheme
The scheme defines "family" as a husband, wife and their unmarried children. If a woman has no parents and lives alone, she is treated as a separate family. Any eligible woman from a family can apply, and only one woman from each family gets the benefit.
As per this definition, a married son's family is counted separately from his parents' family. This means even when they stay under the same roof, a daughter-in-law and her mother-in-law are treated as two different families. A married daughter living in the same house would also be counted as a separate family.
Saas and Bahu - Both Get the Benefit
This rule works in favor of women. The married son and his wife get counted as one family, and the son's parents get counted as another family. So a mother-in-law and a daughter-in-law can both apply for the scheme, and both get the ₹10,000 first installment.
Along with this, an unmarried woman whose parents have passed away is treated as a separate family even if she lives with her brother and sister-in-law. She remains eligible for the scheme, subject to the other conditions.
Jeevika SHG Membership Is Required
To get the benefit, a woman has to be linked with a Jeevika self help group (SHG). Without becoming a member, the ₹10,000 first installment is not transferred to her account.
Conditions to apply under the scheme:
- Age of the woman should be between 18 and 60 years.
- No member of the family should be an income tax payer.
- No member of the family should have a government job.
- The woman should be a permanent resident of Bihar.
- For the scheme, family means husband, wife and their unmarried children.
Women already linked with a Jeevika SHG do not need to fill any online form. They apply through the village organization (gram sangathan) in rural areas or through the area level organization (ALO) or community resource person (CRP) in urban areas. A woman who is not yet an SHG member can give a self declaration online and join a group through the registration process.
How to Apply Online
Urban women who are not part of a self help group can apply on the official MMRY portal. The urban application page at mmryurban.brlps.in carries the same apply links as the main portal mmry.brlps.in.
STEP 1 - Open the urban application page at mmryurban.brlps.in/mmryurban and click on the application link shown on the page.
STEP 2 - The portal asks whether you are a member of a self help group. Select "No" if you are not a member yet. Tick the declaration and proceed.
STEP 3 - Enter the Aadhaar number, name as written on Aadhaar, father's or husband's name, and the Aadhaar-linked mobile number.
STEP 4 - Click on "Send OTP" and enter the OTP received on the mobile.
STEP 5 - Fill in the remaining personal and bank details and submit the form. Note down the application number shown after submission for future reference.
After the online application, a community resource person working in that area contacts the woman and helps her join a Jeevika group. The application is approved only after the woman becomes a member of the group.
