Under this scheme, CM Naveen Patnaik led state govt. will provide support to community support staff and EC members for purchasing electric scooters. Interest candidates can apply online for full interest subvention on bank loans taken for purchase of electric scooters.

Mission Shakti Scooter Yojana in Odisha Budget 2023-24
Finance minister has presented Odisha Budget 2023-24 on 24 February 2023. While delivering the Odisha Budget Speech 2023-24, Finance Minister said “Mobility is empowerment. I propose a new initiative Mission Shakti Scooter Yojana – Support for electric scooters for Community Support Staff and EC members. Under this scheme, the full interest subvention is proposed on bank loans taken for purchase of electric scooters. I propose a budgetary allotment of Rs. 50 crore for the Financial Year, 2023-24”.
Mission Shakti Scooter Yojana Registration

Mission Shakti Scooters Features
- Under this programme, around 2 lakh women would receive Mission Shakti scooters.
- The Community Support Staff (CSS) will get about 75,000 Mission Shakti scooters.
- Under this programme, about 1,25,000 federation leaders would also receive scooters.
- For the purchase of a scooter, the scheme offers an interest-free loan.
- The state government allocated 50 crores of its budget for FY 2023-24.
Mission Shakti Scooters Beneficiaries
Mission 75,000 members of the community support staff, including Bank Mitras, Prani Mitras, Krushi Mitras, Community Resource Persons, Udyog Mitras, Self Help Groups, Business Correspondence Agents, and Livelihood Support Persons, will get scooters through the Shakti Scooter Scheme. Around 1,25,000 Federation officials, including Executive Members and Office Bearers from all Panchayat levels.
This benefits the Executive Members and Office Bearers of the GP/Ward Level Federation, Block Level Federation (BLF), City Level Federation, and District Level Federation (DLF). The program aims to increase Community Support Staff and EC members’ empowerment and accessibility throughout the state.
What is Mission Shakti in Odisha
Finance Minister said “In words of our visionary leader Shri Naveen Patnaik, ‘no household, society, state and country has ever moved forward without empowering its women’. He believes that women hold the key to societal transformation. Mission Shakti has transformed the lives of more than 70 lakh women by organizing them into more than 6 lakh Self Help Groups and strengthening them through income generating activities. With continuous financial support, skill development training and new livelihood avenues, the State Government aims to empower every woman”.
FM also said “We are investing in our women and taking initiative to convert our Self-Help Groups to Small & Medium Enterprises. Our Government plans to provide business worth Rs. 10,000 crore to SHGs in the next 5 years”.
He added “I propose an outlay of Rs. 2,554 crore for the Department of Mission Shakti which is 27 percent more over the BE for 2022-23. It includes Rs. 996 crore under National Rural Livelihood Mission (NRLM), Rs. 989 crore of Financial Assistance to WSHGs and their Federations under Mission Shakti program, Rs. 320 crore for construction of Mission Shakti Gruha and Rs. 150 crore for construction of Micro Parks in districts and Rs. 220 crore for interest subvention to SHGs”.
