HP Mukhya Mantri Gram Sadak Yojana: Himachal Pradesh government's Mukhya Mantri Gram Sadak Yojana (MMGSY) is a state scheme for road connectivity to left out villages and habitations. The state government keeps setting aside funds for this scheme in the annual budget to improve the rural road network across the state.

Mukhya Mantri Gram Sadak Yojana was first started in the financial year 2016-17. Under this scheme, the state government develops and upgrades roads so that every village and habitation gets all weather road connectivity. Government of Himachal Pradesh runs this scheme through the Public Works Department.

HP Mukhya Mantri Gram Sadak Yojana

In the HP budget, the state government has announced spending under Mukhya Mantri Gram Sadak Yojana to speed up road connectivity to left out villages and habitations. The proposed expenditure is more than the earlier outlays, which shows the focus on rural roads.

Under the scheme, the state government develops road connectivity between villages, habitations and cities. MMGSY permits upgradation of existing roads to the prescribed standards in districts where all eligible habitations of the designated population size have been provided all weather road connectivity.

The state government received grievances about partial connectivity because end roads penetrating into the heart of habitations were not built. The scheme was launched to give villages better and easy road access and to reduce the gap in lifestyle and economic development between cities and villages.

Preventive maintenance of roads is also taken up using micro surfacing, bitumen slurry and fog seal techniques. This helps keep roads free of pot holes and in good condition. Funds are also spent on W metal beam crash barriers to improve road safety on hill roads.

Pradhan Mantri Gram Sadak Yojana in Himachal Pradesh

PM Gram Sadak Yojana, started by former Prime Minister of India, late Sh Atal Bihari Vajpayee, has proved a help for the state. Under the scheme, thousands of kilometres of rural roads have been built and many habitations have been connected with all weather roads across Himachal Pradesh.

Himachal Pradesh has made strong progress under PMGSY-III. The state has secured sanction for construction of 3,123 kilometres of rural roads and 43 bridges at a total cost of Rs 3,345.81 crore. Work on these roads is being carried out in a time bound manner.

In January 2026, the Government of India gave clearance to road projects proposed by Himachal Pradesh under Pradhan Mantri Gram Sadak Yojana IV (PMGSY-IV), Batch I for the year 2025-26. A total of 294 road works covering a length of 1,538 kilometres have been approved at a total cost of Rs 2,247.24 crore. Out of this, Rs 2,019.70 crore will be borne by the Ministry of Rural Development, while the state government's share is Rs 227.54 crore.

These approved projects will improve road connectivity in rural and remote areas of the state. They will make movement easier, give better access to essential services and open up more economic opportunities for local communities.

Progress in Connecting Panchayats to Roads

The state government is committed to connecting every panchayat with a motorable road. Work is being done in a time bound manner to connect newly notified unconnected panchayats and the remaining panchayats where work was delayed.

The state government has prepared a shelf of roads and posed it for funding under the Central Road Fund. Work on these roads will start after approval from the Government of India.

The World Bank funded Himachal Pradesh State Roads Transformation Project (HSRTP) envisages upgradation of about 650 kilometres of road length to intermediate or double lane in three tranches. Around 1,350 kilometres of roads will be maintained and improved under the project.
