Bihar government's Mukhyamantri Swayam Sahayata Bhatta Yojana (MNSSBY) is accepting online applications from educated unemployed youth of the state. Under this scheme, eligible young people get a monthly allowance of ₹1,000 for up to two years while they search for jobs.

Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana was started on a trial basis on 15th September 2016 and was officially launched on 2nd October 2016. In 2025, Former Chief Minister Nitish Kumar announced its expansion to include graduate youth also. The scheme continues as one of the main support schemes for educated unemployed youth under Bihar's 7 Nischay mission.

Along with this scheme, Bihar Student Credit Card (SCC) Scheme and Kushal Yuva Program are also part of the same 7 Nischay mission. All three schemes are applied for through the common Yuva portal of Bihar.

Bihar Mukhyamantri Swayam Sahayata Bhatta Yojana Online Application Form 2026

The online application process for the Swayam Sahayata Bhatta is simple. Keep your Aadhaar number, mobile number, email id and bank details ready before you start, then follow the steps given below.

STEP 1 - Visit the official website at https://www.7nishchay-yuvaupmission.bihar.gov.in/ and click on the "New Applicant Registration" button on the homepage.

STEP 2 - Fill in your name, email id, Aadhaar number and mobile number, then click on "Send OTP". You will receive two separate OTPs on your mobile and email. Enter both OTPs and click on the Submit button to complete the registration as shown below:-

STEP 3 - After registration, your user id and password will be sent to your mobile and email. Go back to the homepage, log in with these credentials and change the password. The dashboard will show three schemes: BSCC, SHA and KYP. Select "SHA" (Swayam Sahayata Bhatta) and fill in your personal, academic, address and bank details as shown below:-

STEP 4 - Check all the details with the Preview button and then click on Submit. An acknowledgement with a unique registration number will be sent to your email and mobile. Keep the printed copy of this acknowledgement ready because it is needed at the District Registration and Counseling Center (DRCC).

STEP 5 - Visit your DRCC within 60 days of the online application on any working day between 10:00 am and 5:00 pm with your original certificates, self attested copies and the signed application. Make sure your bank account is linked with Aadhaar. After verification and approval, the monthly allowance is transferred to your bank account.

To keep receiving the allowance, beneficiaries have to confirm their eligibility before the 20th of every month. This can be done by visiting the DRCC or by sending an SMS. Send BHSHAY to 9223166166 to confirm continuation of the allowance and BHSHAN to the same number to stop it. If no confirmation is sent for three consecutive months, the allowance stops on its own.

Eligibility Criteria for Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana Bihar

The scheme has been expanded over the years. As of the 2026-27 year, the following rules apply. Go through each point carefully before filling the application form.

• The applicant must be a permanent resident of Bihar and must have a valid residential certificate.
• Age should be between 20 and 25 years on the date of application.
• The applicant must have passed Class 12 or must hold a Graduation degree in Arts, Science or Commerce from a recognized institution.

• The applicant should not be pursuing regular higher studies while receiving the allowance.

Benefits under Swayam Sahayata Bhatta Yojana

Eligible youth get ₹1,000 per month for a maximum period of two years or until they find employment, whichever comes first. The amount is paid directly into the beneficiary's bank account and there is no need to pay any fee to apply.

All beneficiaries must complete the required Kushal Yuva Program skill training, which covers language communication and basic computer knowledge. The allowance for the last 5 months is released only after the applicant submits the training completion certificate to the labor department.
