Uttar Pradesh government has launched UP Sambhav Portal at sambhav.up.gov.in on 18 May 2022. UP Sambhav Portal login process now begins at official website. SAMBHAV, is an ICT based platform, for periodic monitoring of State projects, policies, programs and grievances related to individuals or departments. Sambhav stands for Systematic Administrative Mechanism for Bringing Happiness and Value. It is an initiative of Hon’ble Minister of Energy & Urban Development, Government of Uttar Pradesh. UP Sambhav Portal aims to bring about transparency and accountability in governance with real-time exchange of information to improve the quality of life of citizens.

STEP 2: At the homepage, click at the “Sign In” tab present in the main menu.

STEP 3: Here Username, Password and click at “Submit” button to make UP Sambhav Portal Login.

UP Sambhav Portal Launch

Minister for energy and urban development on 18 May 2022 launched Sambhav Portal at sambhav.up.gov.in. This Sambhav platform will monitor the grievances, schemes, programmes and policies of the departments. SAMBHAV will work as an Information and Communication Technology (ICT) platform for flagging grievances received from the public to the concerning officers who have been provided login IDs. The officers are required to feed their response and action taken report (ATRs) on the issues concerned. Sambhav portal will also have the facility of video conferencing and tele-conferencing for dialogue with the officials.

SAMBHAV is a multi-modal platform which has been launched to dispose public grievances swiftly and effectively and provide good governance and make the public service delivery transparent and accountable. Sambhav portal will take grievances and issues from various sources, including pending cases and grievances under the chief minister’s Jan Sunwai/ Integrated Grievance Redressal System (IGRS) system.

“In the power department, for example, executive engineer (EE) will take up public grievances every Monday morning from 10 am to 12 pm while at circle level, superintending engineer (SE) will take up public grievances every Monday from 3 pm to 5 pm. MD of each discom will take up public grievances every Tuesday morning from 10 am to 12 pm. Minister and high-level officers will take up public grievances every third Wednesday of the month from 12 pm,” the spokesman said.

This was yet another example of a global system for local services. Existing systems and mechanisms of the state government would continue functioning in the prescribed manner and the existing public hearing systems would also continue to function as before.

About Energy Department of Uttar Pradesh

The Energy Department is responsible for generation and supply of energy in the entire Uttar Pradesh State. It broadly functions under two major heads, non-renewable energy, i.e. conventional power, the distribution of which which is handled by the Uttar Pradesh Power Corporation Limited (UPPCL) through five regional DISCOMs, while the renewable sources of energy is handled by Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA). The five regional DISCOMs are:-

UPPCL procures power from state government owned power generators (Uttar Pradesh Rajya Vidyut Utpadan Nigam & Uttar Pradesh Jal Vidyut Nigam Limited), central government owned power generators (NTPC Limited & THDC Ltd) and independent power producers – IPP (mostly private power companies) through power purchase agreement.

In April 1983 Uttar Pradesh Government created Non- Conventional Energy Development Agency (NEDA) under the department of additional energy sources as an autonomous institution. The institute has been renamed as “Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA)”. From the beginning, the agency is also functioning as nodal agency for implementation of various schemes in the state.

About Urban Development Department

The Department of Urban Development is responsible for formulation and administration of the rules and regulations and laws relating to the local bodies (town areas, municipal councils and municipal corporations) and urban development in Uttar Pradesh. The Department, through the Directorate of Local Bodies, is also responsible for proper functioning of local bodies, especially the Municipal Corporations, by providing financial assistance and other type of grants to local bodies. In addition, the department is also responsible for providing cities with proper sanitation, infrastructure and other civic amenities.
