Sub-mission on Agriculture Mechanization (SMAM) is a central government scheme that helps farmers buy modern farm machinery at subsidised rates. The scheme is being implemented across all Indian states under the umbrella of Rashtriya Krishi Vikas Yojana (RKVY), and the official DBT portal reopened on 15 July 2026 for fresh applications under the 2026-27 annual action plan.
Launched in 2014-15 by the Ministry of Agriculture and Farmers Welfare, SMAM aims to raise farm power availability to 2.5 kW per hectare and reach small and marginal farmers, women, SC and ST farmers, Self Help Groups, Farmer Producer Organisations and rural entrepreneurs. From 2014-15 to 2025-26, central assistance of ₹9,404.47 crore has been released and 21.61 lakh machines have been distributed to individual farmers.
Sub-mission on Agriculture Mechanization - Introduction
Sub-mission on Agriculture Mechanization is a centrally sponsored scheme implemented as a component of Rashtriya Krishi Vikas Yojana (RKVY). The scheme recognises that farm machines play an essential role in increasing productivity through timely and precise field work. To promote farm mechanization and boost farm power to 2.5 kW per hectare, the scheme is implemented across all Indian states.
The funds sharing pattern between the Centre and states is 60:40 for normal states, 90:10 for North-Eastern and Himalayan states, and 100% central funding for Union Territories. The revised Operational Guidelines 2025, issued on 18 December 2025, now govern the scheme under the PM-RKVY umbrella.
Mission Strategy
To meet these goals, the mission adopts several strategies:
- Conduct performance testing for farm machinery at the four Farm Machinery Training and Testing Institutes (FMTTIs), State Agricultural Universities (SAUs) and ICAR institutions.
- Promote mechanization among farmers through on-field training and demonstrations.
- Provide financial support to farmers for purchasing farm machinery and implements on individual ownership basis.
- Establish Custom Hiring Centres (CHCs) and village level Farm Machinery Banks (FMBs) for location-specific equipment.
- Provide financial support to small and marginal farmers for hiring machinery in low-mechanized regions.
