Single Point Registration Scheme helps micro and small enterprises take part in government procurement by offering benefits like free tender sets, exemption from Earnest Money Deposit (EMD) and price preference in bidding. The scheme is run by the National Small Industries Corporation (NSIC) under the Ministry of Micro, Small and Medium Enterprises, and registration is completely online through the NSIC portal. It is open for new registration and renewal for the financial year 2026-27.
This scheme is made for Indian entrepreneurs who want to formalize their business and join the national supply chain. Once a unit is registered, it becomes part of the official government purchase network and can bid for tenders from central ministries, departments and public sector units with several advantages.
Single Point Registration Scheme - Introduction
Single Point Registration Scheme, also called SPRS, lets micro and small enterprises register once with NSIC and then take part in government purchases across the country without registering separately with each buying agency. The scheme works under the Public Procurement Policy for MSEs Order 2012, which was notified through the gazette notification dated 23.03.2012 and amended through order S.O. 5670(E) dated 9th November 2018.
The whole registration process is online. A unit needs a valid Udyam Registration to apply. Once enlisted, the enterprise can enjoy the benefits fixed under the public procurement policy and become a regular supplier to government departments and PSUs. The enlistment process has been made easy so that small units can complete it from their own place without visiting an office.

Benefits
Registered units get several strong advantages that help them compete in government tenders. The main benefits are listed below.
- Tender sets are issued free of cost to registered micro and small enterprises.
- Registered units are exempt from paying the Earnest Money Deposit (EMD) while bidding.
- If a unit quotes a price within the L1+15 percent band, it can supply up to 25 percent of the requirement by bringing its price down to the L1 price, where L1 is a non-MSE.
- Consortia facility is available for tender marketing, which helps smaller units join together and bid for bigger orders.
Every central ministry, department and PSU aims to buy at least 25 percent of its total annual purchases from micro and small enterprises. Out of this 25 percent, 4 percent is kept for units owned by Scheduled Caste and Scheduled Tribe entrepreneurs, and 3 percent is kept for units owned by women entrepreneurs. In addition, 358 items are reserved for exclusive purchase from the MSE sector. SPRS registered units are an integral part of this government supply chain.
Eligibility
All micro and small enterprises that hold a valid Udyam Registration can apply for registration under this scheme. The unit must be involved in manufacturing or services. Traders are not eligible. Units that have started commercial production but have not completed one year of existence can get a Provisional Registration Certificate with a monetary limit of ₹5 lakh.
Fresh Registration Criteria
- The unit must be a micro or small enterprise in the manufacturing or service sector.
- Traders, wholesale and retail businesses are not eligible for this scheme.

- Startups that have begun production but have not completed one year can get provisional registration for one year, and can apply for full registration after completing one year.
Renewal Criteria
Renewal keeps the certificate valid for another two years. The process is simple and can be done online.
- A unit can apply for renewal 6 months before the current certificate expires.
- If a unit renews before the expiry date, it gets a 50 percent discount on the renewal fee.
- Units with no change in details from the previous certificate can complete the renewal online easily.
Exclusions
A business cannot register under this scheme if it falls into any of the categories given below.
- Units that manufacture medicines and drugs, unless they deal in Ayurvedic, Unani, Sidha or Homeopathic products.
- Businesses involved in wholesale trading, retail trading or working as commission agents.
- Units that are blacklisted by the government till the end of the blacklist period.
- Units where the proprietor, partner, director or Karta has been convicted of a criminal offence.
Application Process
The registration process is fully online and is done through the NSIC Single Point Registration portal. Follow the steps given below for fresh registration.
STEP 1 - Get your Udyam Registration Number from the official Udyam Registration website first, because it is required for the SPRS application.
STEP 2 - Go through the checklist and download section on the NSIC portal to know about the required forms, annexure and documents before you start.
STEP 3 - Visit the Fresh Online Registration Portal and click on the fresh registration option. Fill the online form step by step. Every step can be saved, so you can continue later using your PAN and Udyam number combination.
STEP 4 - Keep all forms, annexure and documents ready in a desktop folder for fast uploading. Choose a qualified inspection agency according to your domain and jurisdiction. Fees are charged based on the unit category, whether micro or small. Once approved, the final certificate is available online and the physical copy is sent by post.
Renewal Registration
Renewal is also done online through the NSIC portal. The renewal form is automatically filled with the data given at the time of registration.
STEP 1 - Log in to the Renewal Online Portal and choose the renewal option.
STEP 2 - Check the checklist and keep the required forms and documents ready for uploading. The renewal fee is based on the unit category, and units renewing before expiry get a 50 percent discount.
STEP 3 - Submit the renewal request. Third party inspection is needed if the unit is in manufacturing or if a service unit applies for renewal with an amendment. The final certificate is issued online and the physical copy is sent by post.
Monetary Limit Fixation
The monetary limit of a unit is fixed on the basis of its net sales turnover during the last three years as per the audited balance sheets. If there is no decrease in plant and machinery, the limit is fixed at 50 percent of the highest turnover during the last three years. If plant and machinery has decreased by more than 10 percent, the limit depends on the profit and loss pattern. A unit in continuous profit gets 50 percent of the last year turnover, a unit in loss for one year gets 40 percent of the average turnover, a unit in loss for two years gets 30 percent, and a unit in loss throughout the three years gets 20 percent of the average turnover.
