Scheme for Providing Employment Opportunities to Scheduled Castes by Establishing Livestock Units helps unemployed Scheduled Caste residents of Haryana set up dairy, piggery and sheep or goat units with subsidy support. For 2026-27 the Haryana government has set aside about ₹60 crore to create around 2,400 livestock units under this credit-linked scheme.
The scheme runs through the Department of Animal Husbandry & Dairying, Government of Haryana. Applications are open on the Antyodaya-SARAL portal from 15 May 2026 to 30 November 2026, so eligible families can still apply within this window.
Scheme for Providing Employment Opportunities to Scheduled Castes by Establishing Livestock Units - Introduction
This scheme creates sustainable self-employment paths for unemployed individuals from Scheduled Caste (SC) families. By offering support to establish dairy, piggery and sheep or goat units, the government helps improve the income and long-term socio-economic security of these households.
Core Objectives:
The main aim is to promote animal husbandry as a work option. Key goals include generating gainful employment for SC families, boosting the production of milk, wool and meat, and improving the quality of livestock breeds across Haryana. The department helps by sponsoring loan applications, assisting with animal health and vaccination, and providing basic management training.
Support services include:
- Sponsoring loan applications to banks and financial institutions.
- Assisting with animal purchases, tagging and health certification.
- Providing regular veterinary health services, free vaccinations and expert management advice.
- Offering an 11-day intensive dairy husbandry training program at local sub-divisional or district levels for interested candidates.

Benefits
The scheme provides specific subsidies to help manage costs. For 2026-27 the financial structure is given in the table below:
| Unit Type | Subsidy | Maximum Amount |
| Dairy Units (2/3 animals) | 50% of cost | ₹1,50,000 |
| Piggery Units (10+1) | 50% of cost | ₹50,000 |
| Sheep Units (15+1) | 90% of cost | ₹88,200 |
| Goat Units (15+1) | 90% of cost | ₹88,200 |
Important Guidelines:
The department credits the subsidy to the loan account three months after the livestock is purchased or once the bank releases the loan, whichever happens later. A veterinary surgeon must verify the unit before the subsidy is finalized. Also, if the department runs an active livestock insurance scheme, animals should be covered through that program. Otherwise, the beneficiary and the bank should arrange separate insurance cover.
Eligibility
- The applicant should be a resident of Haryana.
- The applicant should belong to the Scheduled Caste community.
- Age should be between 18 and 60 years.
- The applicant must be unemployed (private sector employment also counts as being employed).
- No specific educational qualification or prior training is required, but the applicant must have a proper shed or space to look after the animals.
- If the applicant has previously received benefits from any departmental livestock unit scheme, they are not eligible to apply again.
- A self-declaration confirming unemployment status and agreement to follow all scheme rules is required.
For example, if Ramesh, an SC resident of Haryana aged 30, has a small shed, he can apply for a sheep unit subsidy provided he meets the age and employment criteria and has not received previous state livestock aid.
